Andrew Victor

Andrew Victor is an Associate at Nichols Liu. He focuses on representing government contractors in high-stakes commercial litigation, counseling, bid protests, contract claims, and white collar criminal investigations relating to fraud, waste, and abuse, and conflicts-of-interest. Andrew has represented a wide range of clients before the Court of Federal Claims and the Government Accountability Office (GAO). Andrew has particular experience with the federal False Claims Act, suspension and debarment, and internal investigations. In his counseling practice, Andrew guides clients through the Federal Acquisition Regulation (FAR) System and the Defense FAR Supplement (DFARS). Before joining Nichols Liu, Andrew worked as an associate at national law firms and clerked for a U.S. District Judge in the Eastern District of Michigan. Andrew began his legal career as a Trial Attorney in the Civil Division of the U.S. Department of Justice through the Attorney General’s Honors Program. Prior to law school, Andrew was also a Peace Corps Volunteer in Ukraine.
