Joseph Picciano

Joseph Picciano has led development of resiliency projects at NYU Langone Health since 2015 including the RRAP Supply Chain study. Beginning in 2007, he worked for the State of New Jersey as the Deputy for Preparedness for the Office of Homeland Security and Preparedness (OHSP) working on numerous critical infrastructure resiliency efforts. Mr. Picciano had a 30-year career with the US DHS/FEMA. Appointed for 2006 Hurricane season as the Deputy Principal Federal Official (PFO) for the Northeast United States by Secretary Chertoff, he oversaw a major federal preparedness effort for catastrophic hurricane events involving readiness efforts along the northeastern United States coastline. He served as the Deputy Principal Federal Official for the Hurricane Katrina Response under Admiral Thad Allen. Mr. Picciano was the Regional Director for FEMA’s New York City office from 1999 to 2005, his office oversaw the World Trade Center federal recovery effort as well as many other events.
