Department of Defense Contracts for April 18, 2019

NAVY

TriStar Air, LLC,* Newport News, Virginia, is awarded a $121,425,707 indefinite-delivery/indefinite-quantity task order contract for aerial refueling services in support of the Department of the Navy, other Department of Defense agencies, and Foreign Military Sales customers. Work will be performed in Riverside, California (50 percent); Brunswick, Georgia (40 percent); and various locations outside the continental U.S. (10 percent), and is expected to be completed in April 2024. No funds are being obligated at the time of award, funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposals as a 100 percent small business set-aside; three offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-19-D-0034).

BAE Systems Jacksonville Ship Repair, Jacksonville, Florida, is awarded a $23,865,722 cost-plus-award-fee modification to previously awarded contract N00024-19-C-2317 to exercise options for USS Paul Ignatius (DDG 117) post-shakedown availability (PSA). The PSA is accomplished within a period of approximately 16 weeks between the time of ship custody transfer to the Navy and the shipbuilding and conversion (Navy) obligation work limiting date (OWLD). The PSA encompasses all of the manpower, support services, material, non-standard equipment and associated technical data and documentation required to prepare for and accomplish the PSA. The work to be performed will include correction of government responsible trial card deficiencies, new work identified between custody transfer and the time of PSA, and incorporation of approved engineering changes that were not incorporated during the construction period, which are not otherwise the building yard’s responsibility under the ship construction contract. Work will be performed in Jacksonville, Florida, and is expected to be completed by May 2020. Fiscal 2019 shipbuilding and conversion (Navy) funding in the amount of $5,121,024; and fiscal 2013 shipbuilding and conversion (Navy) funding in the amount of $5,643,677 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Sauer Inc., Jacksonville, Florida, is awarded a $19,561,104 firm-fixed-price contract for construction of airfield security upgrades at Marine Corps Air Station, Cherry Point, North Carolina. The security upgrades include fencing, motorized vehicle gates, and pedestrian turnstiles. New patrol access roads and relocating existing facilities impacted by the security upgrades are also included in the project. This project will provide Anti-Terrorism/Force Protection (ATFP) features and comply with ATFP regulations and physical security in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Paving and site improvements include re-routing a portion of Mary Lou Road and 7th Ave., constructing new patrol access roads, sheet pile repairs and installation, and relocating paved storage areas impacted by the security upgrades. Associated grading, roadways, curbs, sidewalks, fencing, signs and storm water drainage are included in this project. Work will be performed in Cherry Point, North Carolina, and is expected to be completed by June 2021. Fiscal 2018 military construction (Navy) contract funds in the amount of $19,561,104 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received. Naval Facilities Engineering Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-19-C-9021).

Raytheon Missile Systems, Tucson, Arizona, is awarded an $18,979,332 cost-plus-fixed-fee modification to previously awarded contract N00024-17-C-5410 to exercise options for engineering and technical services in support of Standard Missile-2 and Standard Missile-6 production and development requirements. This contract combines purchases for the Navy (90 percent); and the governments of Australia, Germany, Denmark, Korea and Japan (10 percent) under the Foreign Military Sales program. Work will be performed in Tucson, Arizona, and is expected to be completed by April 2020. Fiscal 2018 and 2019 other Department of Defense funds; fiscal 2019 research, development, test and evaluation (Navy); Foreign Military Sales funds (governments of Australia, Germany, Denmark, Korea and Japan); and fiscal 2017 weapons procurement (Navy) in the amount of $18,979,332 will be obligated at time of award and $700,000 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Measurement Specialties Inc., a TE Connectivity Co., Akron, Ohio, is awarded an $11,548,209 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract procures inertial measuring telemetry equipment and recalibration services for the equipment. Work will be performed in Akron, Ohio, and is expected to be completed in June 2023. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to 41 U.S. Code 3304(a)(1). The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-19-D-0046).

ARMY

AECOM Technical Services Inc., Los Angeles, California (W91237-19-D-0009); Stantec Tetra TECH JV II, Lexington, Kentucky (W91237-19-D-0010); ABC Dam Safety JV, Highlands Ranch, Colorado (W91237-19-D-0011); and HDR-Gannett Fleming JV, Lexington, Kentucky (W91237-19-D-0012), will compete for each order of the $60,000,000 firm-fixed-price contract for dam safety engineering and design services. Bids were solicited via the internet with seven received. Work locations and funding will be determined with each order, with an estimated completion date of April 17, 2024. U.S. Army Corps of Engineers, Huntingdon, West Virginia, is the contracting activity.

Burdette, Kohler, Murphy & Associates,* Baltimore, Maryland, was awarded a $10,000,000 firm-fixed-price contract for architect-engineering services. Bids were solicited via the internet with 41 received. Work locations and funding will be determined with each order, with an estimated completion date of April 17, 2024. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-19-D-0014).

Dhillon Engineering Inc.,* Baltimore, Maryland, was awarded a $10,000,000 firm-fixed-price contract for architect-engineering services. Bids were solicited via the internet with 41 received. Work locations and funding will be determined with each order, with an estimated completion date of April 17, 2024.  U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-19-D-0017).

AIR FORCE

Northrop Grumman Technical Services, Herndon, Virginia, has been awarded a $44,395,362 modification (P00040) to previously awarded contract FA8540-12-C-0004 for the production of electronic attack pods. This modification provides for the exercise of Option Three, and brings the total cumulative face value of the contract to $200,468,873. Work will be performed in Herndon, Virginia, and is expected to be complete by April 18, 2022. Fiscal 2017 and 2019 procurement funds in the full amount are being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Varian Medical Systems Inc., Palo Alto, California, has been awarded a $7,141,616 fixed-price delivery order (SPE2D1-19-F-0253) against a five-year basic ordering agreement (SPE2D1-14-D-0005) for two linear accelerators. This was a competitive acquisition with two offers received. This is a one-year contract with no option periods. Location of performance is California, with an April 17, 2020, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
