Department of Defense Contracts for Oct. 15, 2019

ARMY

AECOM/HDR, Houston, Texas, was awarded a $72,000,000 indefinite-delivery/indefinite-quantity, single award task order contract for architect-engineering (A-E) services to support Sabine to Galveston Bay, Coastal Storm Risk Management and Ecosystem Restoration in Freeport, Texas (and vicinity) within the Galveston District and the Southwestern Division. The A-E services include, but are not limited to, survey, investigations, comprehensive planning, technical analysis, modeling, engineering, design, construction phase services, and any necessary project and technical requirements that support the design and implementation of the project features. Offers were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 15, 2027. U.S. Army Corps of Engineers, Galveston, Texas, is the contracting activity (W912HY-20-D-0003).

Endeavor Robotics Inc., Chelmsford, Massachusetts, was awarded a $25,500,000 modification (P00005) to contract W56HZV-19-D-0031 to procure reset, sustain, maintain and recap parts for Robot Logistics Support Center technicians. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 31, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

WHH Nisqually – Garco JV,* Olympia, Washington, was awarded a $21,087,000 firm-fixed-price contract for construction of two fire stations with three additional structural apparatus bays. Bids were solicited via the internet with two received. Work will be performed in Yakima, Washington, with an estimated completion date of Oct. 26, 2021. Fiscal 2018 military construction, Army funds in the amount of $21,087,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Seattle, Washington, is the contracting activity (W912DW-20-C-0001).

Burns & McDonnell Engineering Co. Inc., Kansas City, Missouri, was awarded a $10,000,000 firm-fixed-price contract for facilities and infrastructure studies, engineering, design and construction projects. Bids were solicited via the internet with 12 received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 14, 2024. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-20-D-0001).

AIR FORCE

University of Dayton Research Institute, Dayton, Ohio, has been awarded a $46,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for research in the area of advanced behavior and life prediction of aerospace materials. This contract explicitly seeks to develop and transition aerospace structural material discovery, processing, performance assessment, and prediction tools in effort to enable shortening of the material, component, and system design cycle; rapid qualification and insertion of improved materials and efficient components; rapid certification of aerospace structures; increases in efficiency and readiness of turbine engine components; structural protection against high-energy events; and decreases in system sustainment costs. Work will be performed at Wright Patterson Air Force Base, Ohio, and is expected to be completed Oct. 15, 2026. This award is the result of a “One Step, Closed Broad Agency Announcement” and there was only one proposal received. Fiscal 2019 research, development, test and evaluation funds in the amount of $2,018,628 will be obligated at the time of award via Task Order 0001, FA8650-20-F-5212; and $256,912 will be obligated at the time of award via Task Order 0002, FA8650-20-F-5213. The Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio, is the contracting activity. (FA8650-20-D-5211).

NAVY

Marisco Ltd.* Kapolei, Hawaii, was awarded a $9,900,000 firm-fixed-price contract for the repair of the Buoyancy Assist Module. Work will be performed in the state of Hawaii and is expected to be completed by June 2020. Fiscal 2020 operation and maintenance (Navy) funding in the amount of $9,900,000 will be obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured with one offer received via Federal Business Opportunities, and as a 100% small business set-aside for the repair of the Buoyancy Assist Module. The required work will take place at the contractor’s facility, where the contractor must have its own dry docking capabilities on the island of O’ahu. The Naval Sea Systems Command, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, Hawaii, is the contracting activity (N32253-19-R-0023). (Awarded Oct. 10, 2019)

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $7,877,789 modification (12) to a firm-fixed-price delivery order (5306) against a previously issued basic ordering agreement (N00019-14-G-0004). This modification procures 36 improved nacelles production kits in support of the CH-53E in-service aircraft. Work will be performed in Stratford, Connecticut, and is expected to be completed in May 2022. Fiscal 2019 aircraft procurement (Navy) funds in the amount of $7,877,789 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
