This modification exercises an option for organizational, intermediate, and depot level maintenance, logistics, and engineering support for Navy T-45 aircraft, aircraft systems, and related support equipment. Support to be provided includes services, equipment, tools, direct material, and indirect material required to support and maintain all to support flight and test and evaluation operations. The maximum dollar value for the five-year ordering period for all four contracts combined is $99,000,000. Milton J. Wood Fire Protection is being awarded the initial task order at $3,431,873 for the design and construction of a new fire protection pump house at Building 4744 at Naval Air Station Kingsville, Texas. The task order also contains one unexercised option, which if exercised, would increase the cumulative task order value to $3,987,166. Work for this task order is expected to be completed by March 2021. The work to be performed will primarily consist of fire protection installation or repairs (new construction and renovations) with professional engineer design capabilities. Jacobs Technology Inc., Fort Walton Beach, Florida, is awarded a $92,995,855 indefinite-delivery/indefinite-quantity contract for in-air and underwater launch testing/capability for a new weapons system. This contract provides for engineering and design services to upgrade, redesign, fabricate, and operate the air launch testing capability at the Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, and for the conceptual design support and initial operation of an underwater launch test capability at the Naval Surface Warfare Center (NSWC) Crane, Indiana. Nova Nacap JV, Napa, California, is awarded a $62,585,000 firm-fixed-price contract for construction of two nominal eight million liter cut-and-cover bulk fuel storage tanks. Work will be performed in Darwin, Northern Territory of Australia, and is expected to be completed by October 2022. The work to be performed provides for two nominal eight million liter cut-and-cover bulk fuel storage tanks with pump vaults, truck unloading and loading gantry, filter equipment and building, operations facility with laboratory, modifications to Fuel Farm #7, fuel system controls, pipelines, demolition, site preparation, pavements, grading and drainage improvements, supporting utility infrastructure, and incidental work. The work also includes a new liquid dry breathing oxygen (LDBO) facility and demolition of the existing LDBO facility. Assurance Technology Corp. (ATC), Carlisle, Massachusetts, is awarded a $56,583,799 cost-plus-fixed-fee contract for research and development support services. The contract provides research and development services in support of the Naval Research Laboratory (NRL) Space Systems Development, Software Definable/Reconfigurable Systems: design, development, support, and integration for digital interoperability effort. Work will be performed at the contractor’s facility in Carlisle, Massachusetts. The expected completion date is Sept. 29, 2024. The work to be performed provides for the replacement of Dry Dock 4 caisson, repair of Dry Dock 4, repair of Pump Well 4, demolition and construction of steam, compressed air, salt water, potable water, communications, and electrical system elements and incidental related work in the small dock area. Coastal Mechanics Co. Huntington Ingalls Industries’ Newport News Shipbuilding division, Newport News, Virginia, is awarded a $30,803,639 cost-plus-fixed-fee contract for engineering, technical, design agent, and hull planning yard support for the Navy’s operational aircraft carrier fleet. This contract will provide for engineering and technical support of operational Gerald R. Ford (CVN 78) class aircraft carriers and propulsion plant related efforts for Nimitz (CVN 68) class aircraft carriers. The scope of this effort includes technical and engineering support for nuclear powered aircraft carriers and aircraft carrier support facilities; design, development, conversion, testing, studies, operational support for operational nuclear-powered aircraft carriers; modernization and procurement of material, equipment, spares, repair parts, and test equipment for operational nuclear powered aircraft carriers; design agent, planning yard support and equipment obsolescence support of operational nuclear powered aircraft carriers; and engineering/logistics studies in support of modernization efforts, repairs, ship alterations, ship change documents, and command, control, communications, computers, intelligence, surveillance and reconnaissance upgrades. This contract includes options which, if exercised, would bring the cumulative value of this contract to $129,674,538. The Haskell Co., Jacksonville, Florida, is awarded firm-fixed-price task order N6945019F0874 at $27,321,470 under a multiple award construction contract for the design and construction of P720 Atlantic Undersea Test and Evaluation Center Austere Quarters at Andros Islands, Bahamas. The work to be performed provides for the design and construction of a new two-story austere housing facility for temporary duty personnel. The project includes a reinforced concrete foundation, precast concrete panel walls and built-up roof. Solpac Construction Inc., doing business as Soltek Pacific Construction Co., San Diego, California, is being awarded a firm-fixed-price task order (N6247319F5449) at $23,811,000 under a multiple award construction contract for construction of a missile assembly building at San Nicolas Island, Naval Base Ventura County. The work to be performed provides for construction of a missile assembly building to support missile test and evaluation and fleet anti-ships cruise missile threat training and certification on the Navy sea range. DEFENSE INTELLIGENCE AGENCY

ManTech Advanced Systems International Inc., Herndon, Virginia, has been awarded a $67,191,012 cost-plus-fixed-fee contract (HHM401-19-C-0079) for technical support services. Work will be performed in the National Capital Region with an expected completion date of Sept. 25, 2024. Fiscal 2019 operations and maintenance funds in the amount of $11,569,480 are being obligated at time of award. DEFENSE COUNTERINTELLIGENCE AND SECURITY AGENCY

The National Student Clearinghouse (NSC), Herndon, Virginia, was awarded a $47,821,001 firm-fixed-price contract for the Defense Counterintelligence and Security Agency (DCSA). The contract provides for degree and attendance verification in support of the background investigation process. Work will be performed at NSC headquarters at 2300 Dulles Station Blvd., Suite 220, Herndon, Virginia. The resultant supply will be delivered to 1137 Branchton Rd., Boyers, Pennsylvania; and/or 601 10th St., Fort Meade, Maryland.  Fiscal 2020 working capital funds in the amount of $5,584,960 are being obligated at time of award. DEFENSE HEALTH AGENCY

EC America, McLean, Texas (HT0015-19-F-0147), was awarded a firm fixed order for $8,236,057 (12-months). This is an enterprise level blanket purchase agreement (BPA) call for Tanium hardware and software support against the Enterprise Software Initiative (ESI) BPA for Tanium N66001-19-A-0057 (single award BPA). This procurement is for Tanium software/hardware maintenance to support the existing Department of Defense wide Tanium infrastructure. Tanium is currently deployed at more than 130,000 endpoints across Army, Navy, and Medical Joint Active Directory environments. The requirement was placed under the ESI multi-award BPA for Tanium, and the proposal from EC America was evaluated for price fair-and-reasonableness. The amount of $8,236,057 for the base year, beginning Sept. 30, 2019, is obligated at the time of the award using fiscal 2019 operations and maintenance funds.
