FEMA Wants CBRN Help with 100 Percent Small Business Set-Aside

The Department of Homeland Security put out a request for proposal for program management support for the Federal Emergency Management Agency’s (FEMA) Chemical, Biological, Radiological, and Nuclear (CBRN) Office.

The primary place of performance is Washington, DC, the contractor’s location, and other federal facilities as required. ‘

This procurement is a 100 percent small business set-aside. The NAICS Code for this procurement is 541690, with annual receipts of $15 million.

This requirement is to acquire Scientific, Technical and Program Subject Matter Experts (SMEs) and support for the CBRN Office. The support is envisioned to be programmatic and technical in nature but may involve scientific research and analysis.

The contractor will also conduct various programmatic and analytical activities, develop both strategic and program plans, develop guidance and plans, support readiness operations, develop training and exercises and support outreach to stakeholders. The period of performance is for 5 years.

The contract will have one (1) one-year base with four (4) one-year option years. Due to the nature of the work, FEMA will award a fixed rate Indefinite Delivery Indefinite quantity (IDIQ) contract, with task orders to be issued at a later date. FEMA anticipates one (1) IDIQ contract will be awarded.

The response date has been extended from April to May 3 at 6 p.m. EST. The solicitation number is 70FA5019R00000006.
