The Maritime Capabilities and Innovation CSOP General Solicitation provides DHS and its components with a streamlined mechanism to acquire new commercial technologies and services. Authorized under the 2017 National Defense Authorization Act, CSOP is designed to simplify contracting, reduce administrative burdens, and encourage participation from both established companies and new industry entrants.
Unlike traditional acquisition frameworks, this solicitation welcomes solutions that may not fit neatly into standard contracting channels but demonstrate potential to improve DHS operations across the maritime enterprise. Submissions are open on a rolling basis, allowing innovators to present solutions as they develop.
DHS is also removing barriers to entry by not requiring Sam.gov registration for the initial submission. Instead, participants can submit video presentations with brief write-ups, offering a faster and more accessible way to showcase their ideas. Registration on Sam.gov will only be required if a proposal is selected for contract award.
