Dwight Deneal has been named the first director of Small Business & Industry Liaison Programs (SBILP) for the U.S. Coast Guard.
The SBILP is the recognized authority on small-business related socioeconomic guidelines, policies, regulations and has the delegated authority for planning, carrying out industry engagements, acquisition activities/requirements and creation of local acquisition policies in support of small businesses (prime and subcontractors), industry engagement and the USCG acquisition community. Additionally, the director of Small Business & Industry Liaison Programs serves as the expert socioeconomic policy technical adviser to the head of contracting activity and primary liaison between the business community stakeholders (large, mid-cap and small), Department of Homeland Security (DHS) Headquarters, other federal, state, local agencies and the business community.
Deneal joins the USCG from Health and Human Services, where he was the OSDBU Acquisition Support team lead.
At HSS he advised, counseled and provided independent expert federal and agency specific small-business policy recommendations on the acquisition strategies of contract awards. He also advised HHS OSDBU SES director on matters relating to the development, evaluation and implementation of small business procurement statues, regulations, program policies and SBIR/SBTT procedures. He also provided direct technical assistance to small businesses on procurement processes and marketing strategies to make them more competitive and knowledgeable on identifying and obtaining HHS contracting opportunities.
