This morning, Acting FEMA Administrator Peter Gaynor administered the oath of office to Karen Filipponi the Federal Emergency Management Agency’s new Chief Human Capital Officer.
Ms. Karen Filipponi is selected as the Chief Component Human Capital Officer, Mission Support. Ms. Filipponi joins us from Immigration and Customs Enforcement (ICE), where she served as Chief Human Capital Officer (CHCO), responsible for leading human resource management for the agency servicing approximately 20,000 employees. She led all aspects of human resources including: recruitment and staffing, position classification, pay, employee benefits, performance management, work and family life, employee and labor relations, and accountability. Ms. Filipponi served as the Deputy CHCO for Operations for ICE prior to stepping into the CHCO role. Prior to joining ICE, Ms. Filipponi served as the Deputy Director and Acting CHCO, Departmental Office of Human Resource Management, at the U.S. Department of Transportation (DOT), leading a Departmental Cabinet-level agency, supporting all of DOT’s component-level human resources. She also served as the HR Director at the Peace Corps, Bureau of Engraving and Printing, and U.S. Postal Service, Office of Inspector General —two agencies at which she received their highest agency Director Award for driving change. Ms. Filipponi also served as an Auditor at the U.S. Postal Service, Office of Inspector General.
