Carin Quiroga has taken on the role of Acting Deputy Chief Information Officer at U.S. Immigration and Customs Enforcement (ICE), marking a new chapter in her nearly 30-year career in government and technology. She stepped into the role earlier this month after serving as ICE’s Chief Data Officer since 2021, a position in which she was recognized for advancing data strategy and enterprise solutions across one of DHS’s largest components.
Quiroga’s promotion comes with deep credentials in federal IT and mission support. As Chief Data Officer, she led major data governance initiatives, enabled cross-agency information sharing, and worked to modernize data infrastructure critical to ICE’s law enforcement and homeland security operations. Her work was celebrated in 2023 when she was honored at the Homeland Security Today Holiday Awards for her leadership in data innovation.
Prior to joining ICE, Quiroga spent over a decade at U.S. Customs and Border Protection (CBP), where she held multiple roles including Director of Web, Communications, and Research, and IT Project Manager. She helped manage complex IT portfolios supporting frontline operations and was instrumental in CBP’s internal modernization efforts.
Her career in federal service began in the private sector, with roles at Apogen Technologies, Bart and Associates, and Spirent Communications, where she developed hands-on experience managing large-scale test labs, network systems, and enterprise support. Her technical foundation and leadership skills have been consistently applied to mission-critical work in homeland security.
