MetaPhase Consulting has appointed Carolyn Winters as Vice President of Growth & Strategy for National Security Markets. Winters announced the role on LinkedIn earlier this year.
With more than 20 years of experience in federal contracting and a strong track record in business development, Winters has worked closely with national security clients to provide innovative solutions in cloud computing, full-stack development, data analytics, enterprise architecture, and defensive cybersecurity. She is well-regarded for her success in securing and managing high-profile contracts and overseeing programs that have been honored with the DHS Secretary’s Award for Innovation multiple times.
In her role at MetaPhase, Winters leads strategies and business development initiatives designed to enhance the company’s growth within the national security sector. Her responsibilities encompass managing the full business development lifecycle, from capture and proposal efforts to financial oversight and ensuring excellence in contract execution. Winters’s strategic vision and proven expertise are expected to drive MetaPhase’s continued expansion into high-stakes, technology-focused government programs.
Winters brings a depth of expertise as a technical advisor and thought leader for federal clients. Her background includes leading program management, enterprise architecture, IT strategy, systems engineering, and data analytics initiatives for agencies with complex security needs. Her previous roles include senior-level positions at AnaVation LLC, CACI International Inc, and Booz Allen Hamilton, where she developed and implemented strategies for a variety of mission-critical government programs.
Carolyn Winters holds an MBA from George Washington University and a BS in Management Science with a focus on Decision Support Systems from Virginia Tech. She is also certified as a Project Management Professional (PMP), Certified ScrumMaster (CSM), ITIL v3, and AWS Cloud Practitioner.
