Former TSA Vetting Leader Don Lombardo Joins Guidehouse as Associate Director

Don Lombardo, a longtime Transportation Security Administration (TSA) leader with deep experience in vetting programs and enrollment services, has joined Guidehouse as an Associate Director.

Lombardo’s move brings more than two decades of federal homeland security experience into the consulting space, particularly in areas tied to identity vetting, credentialing programs, and large-scale program management.

Before joining Guidehouse, Lombardo spent 20 years at TSA, most recently serving as Deputy Assistant Administrator for Enrollment Services & Vetting Programs, where he helped oversee vetting efforts across multiple transportation modes, including aviation, maritime, surface, and passenger operations. Earlier roles included leading TSA’s vetting programs division, where responsibilities included vetting policy, contract and program management, and systems requirements management.

He also held multiple program leadership roles within TSA’s Office of Intelligence & Analysis, including managing programs connected to TSA PreCheck, the Hazardous Materials Endorsement (HME) Threat Assessment Program, and other credentialing and screening-related initiatives.

Lombardo’s qualifications also include significant technical experience, including prior work as an IT specialist at TSA and earlier as a software tester supporting U.S. Customs and Border Protection systems. His background blends operational program oversight with hands-on systems, requirements, and contract management.

Before his DHS service, Lombardo served in the U.S. Air Force as a communications and computer systems officer, supporting Air Force Space Command missions and deployed combat communications operations during Operations Desert Shield, Desert Storm, and Southern Watch.
