The Office of the National Cyber Director (ONCD) has announced the appointment of Harry Wingo as the new Deputy National Cyber Director. The news was shared on LinkedIn by the ONCD, highlighting Wingo’s extensive experience and leadership in both the public and private sectors.

His lifetime of leadership will greatly contribute to our team’s mission to advance our Nation’s security, economic prosperity, and technological innovation through cybersecurity policy leadership,” stated National Cyber Director Harry Coker.
Wingo brings over 15 years of legal and public policy experience to the ONCD, having managed complex regulatory projects and engaged with state and federal policymakers, executive branch agencies, law enforcement, and national security organizations. His career demonstrates a consistent ability to work collaboratively and transparently with various stakeholders, ensuring alignment between business priorities and public policy goals. Known for his advocacy skills and persuasive communication, Wingo has successfully led cross-functional teams in various capacities.
Wingo’s impressive career includes serving as a U.S. Navy SEAL officer, a legal advisor at the Federal Communications Commission (FCC), and counsel to the Chairman of the Senate Commerce Committee. He also held the position of policy counsel at Google’s Washington, D.C., office, where he focused on digital content and services, including legal issues surrounding the hosting and distribution of third-party content online.
Additionally, Wingo was the President and CEO of the D.C. Chamber of Commerce, where he led efforts to support and advocate for the business community in the nation’s capital. His academic contributions include over seven years as a faculty member in Cybersecurity Studies at the National Defense University, where he educated strategic leaders on complex cyberspace and information issues.
Wingo’s legal career also includes roles as special counsel to the general counsel of the FCC and as an associate at the prestigious law firm Skadden, Arps, Slate, Meagher & Flom. His diverse background and comprehensive understanding of both the legal and technical aspects of cybersecurity make him an invaluable addition to the ONCD.
