Jeanne Benincasa Thorpe has joined the Atlantic Council’s Scowcroft Center for Strategy and Security as a nonresident senior fellow with the Adrienne Arsht National Security Resilience Initiative.
Benincasa Thorpe currently serves as managing partner of Resiqor Advisors LLC, where she works with Fortune 500 companies, national networks, and international coalitions to integrate resilience into critical infrastructure.
Her government experience is equally extensive. As undersecretary of homeland security for Massachusetts, Benincasa Thorpe led the development of the state’s first Homeland Security Strategy Plan, introducing new standards for accountability and emergency response coordination. She authored the state’s Mass Casualty Incident Plan, which became a guiding framework for first responders during major emergencies, including the Boston Marathon bombing.
She also led the state’s COVID-19 Response Plan, overseeing the coordination of 151 agencies, the establishment of testing sites, and the distribution of protective equipment to first responders and vulnerable populations. In addition, she developed Massachusetts’ first Cyber Security Incident Response Plan and team, significantly improving the state’s readiness to detect and respond to cyber threats.
Benincasa Thorpe directed the National Security and Resiliency Division at Nixon Peabody, where she helped clients strengthen security operations and adopt innovative risk mitigation practices. She also played a key role in advancing the DHS Science and Technology Safety Act, supporting the development of security technologies and liability protections for providers.
