Katherine Lugo Named Director of IT Contracting Services Division at U.S. Department of State

Katherine Lugo has assumed the role of Director of the IT Contracting Services Division at the U.S. Department of State according to an announcement on LinkedIn. In this capacity, Lugo leads a team focused on ensuring that the Department’s IT contracts are compliant with federal regulations, cost-effective, and outcome-focused.

Lugo brings experience in contracting and program management to her role, built over a career in both government and private sector roles. Before her current position, she served as a Contracting Officer and team lead in the State Department’s Information Management Branch. In that role, she concentrated on developing Agile and flexible contracting vehicles, driving innovation in the Department’s approach to IT procurement.

Her prior experience includes serving as a Program Manager Intern with L-3 Communications, where she contributed to the management of a foreign military sales contract. During her tenure, she oversaw subcontractor invoices, clarified government technical instructions, prepared issue papers, and tracked government funds using analytical tools such as Access and Excel. Earlier in her career, Lugo worked as an Account Manager at Kelly & Associates Insurance Group, assisting brokers with group health insurance plans and wellness program implementation.

Lugo holds a Master of Arts in International Commerce and Public Policy from George Mason University and a Bachelor of Arts in International Relations and Affairs from the University of Mary Washington.
