Most recently, Hobart was director of operations for Tompkins County, N.Y., overseeing anti-fraud programs, building security and management across multiple facilities, employee safety, and emergency preparedness, including continuity planning. Earlier in his career he managed detention facility operations and led field enforcement teams in New York, building coalitions with federal, state, and local partners and navigating inspections under national detention standards.
In addition to his operational background, Hobart has taught as an adjunct professor at Roberts Wesleyan University, focusing on national security and immigration policy. He holds a B.S. in political science from Elmira College, an M.S. in executive leadership from Champlain College, and is a Ph.D. candidate at Liberty University.
