MetaPhase Consulting has welcomed Scott Gold as its new Vice President of Strategy and Delivery, tapping into his nearly 15 years of experience driving large-scale federal IT modernization efforts.
In his new role, Gold will oversee a portfolio of key federal accounts, including USDA, DOI, GSA, and NSF, guiding mission-critical initiatives with a focus on innovation, operational excellence, and strong team performance. The announcement was shared in a recent LinkedIn post by MetaPhase, emphasizing Gold’s background in delivering results for agencies like the Department of Labor, General Services Administration, and the Department of Defense.
Prior to joining MetaPhase, Gold served as Vice President of Portfolio Management at ICF, where he was responsible for a $40 million USDA-focused portfolio encompassing more than 15 projects and over 200 personnel. His work included leading programs on custom and cloud-based application development, open-source technologies, Salesforce, ServiceNow, and cybersecurity initiatives. Under his leadership, ICF consistently earned positive CPARS ratings, maintained on-time delivery, and came in under budget.
Gold is also known for his strength in business development. At ICF, he managed Blanket Purchase Agreements (BPAs), directed all RFP and task order responses, and helped secure over $22 million in new awards in a single year. He also played a key role in managing a USDA Joint Venture with an 8(a) firm, identifying sole-source opportunities and supporting contracting officers in award decisions.
Earlier in his career, Gold held senior leadership positions at Creative Systems and Consulting (acquired by ICF) and TeraThink Corporation (acquired by CGI Federal). At TeraThink, he led a $30 million program for The Joint Staff’s EBAS System and helped manage the company’s Momentum Center of Excellence. Gold also began his federal contracting career as a senior consultant at IBM.
Gold earned his MBA from George Washington University and his undergraduate degree from Emory University.
