Troy Edgar Nominated for Deputy Secretary of DHS by Trump

Former Department of Homeland Security (DHS) Chief Financial Officer Troy Edgar has been nominated by President Donald Trump for the role of Deputy Secretary of Homeland Security. Edgar, who previously served in senior leadership positions within DHS, brings extensive experience in public sector financial management, consulting, and corporate leadership to the role.

Edgar’s nomination follows his tenure as DHS Chief Financial Officer, a position to which he was confirmed by the U.S. Senate in 2020. During his time as CFO, Edgar was responsible for overseeing DHS’s $90 billion budget, managing critical financial resources, and supporting operational priorities, including immigration policy and infrastructure projects. Prior to his CFO role, he served as the Associate Deputy Under Secretary of Management, where he contributed to DHS management operations and strategic initiatives.

With over 25 years of experience spanning government, corporate, and consulting sectors, Edgar is widely recognized for delivering large-scale, high-impact programs. He previously served as Executive Chairman, CEO, and President of Global Conductor, a strategy and operations consulting firm he founded. At Global Conductor, Edgar spearheaded consulting efforts across a diverse portfolio of Fortune 500 and Global 1000 clients in industries such as high technology, consumer products, aerospace, and financial services.

Earlier in his career, Edgar held leadership roles at PricewaterhouseCoopers LLP (PwC), where he led ERP finance and supply chain practices and managed global transformation projects exceeding $120 million for multinational corporations. He also spent nearly a decade in the aerospace industry at McDonnell Douglas and Boeing, including a role as Finance and IT Director for the $3 billion Military Transport Aircraft business.

Edgar has also been active in local governance, serving as the Mayor of Los Alamitos, California, where he notably opposed sanctuary city policies in 2018. His educational background includes both a Bachelor of Science and a Master of Business Administration from the University of Southern California (USC).

Currently, Edgar holds an executive position at IBM, where he continues to focus on business operations and strategic leadership. He is a recognized industry speaker and has lectured on leadership, program management, and operations strategy at USC.

If confirmed, Edgar will play a pivotal role in advancing DHS’s mission to secure the nation, support immigration enforcement efforts, and manage critical infrastructure projects. The nomination will now move forward to the U.S. Senate for consideration.

Troy served for me previously as the Chief Financial Officer and Associate Deputy Under Secretary of Management for Homeland Security, where he did an outstanding job managing their $90 Billion Dollar budget, resourcing critical immigration policy, and funding Wall construction.

Troy is currently an executive at IBM. He holds an M.B.A. and B.S. of Business Administration from the University of Southern California. He was previously the Mayor of Los Alamitos, California, where he helped me lead the City and County revolt against Sanctuary Cities in 2018. I am very excited to have Troy on our team, as he will help us Make America Great Again!”
