Mark Ray is passionate about the public works profession and the essential role it plays in designing, constructing, operating, and maintaining critical infrastructure. Public works professionals make normal happen in the community they serve and securing critical infrastructure from all hazards, both human or natural caused, requires a team effort between public works and homeland security stakeholders. Mark is committed to furthering collaboration and understanding between various groups in service to the collective goal of securing critical infrastructure that is vital to our nation.
In his professional role, Mark is currently the Director of Public Works/City Engineer for the City of Crystal, MN. Mark has his undergraduate degree in Civil Engineering from the University of Wisconsin-Madison, a Master’s in Public Administration from Hamline University, and has completed the Executive Leaders Program through the Center for Defense and Homeland Security at the Naval Post Graduate School.
Mark currently is the chair of the State, Local, Tribal, and Territorial Government Coordinating Council (SLTTGCC which represents the American Public Works Association on the National Homeland Security Consortium (NHSC), and serves on the Hennepin County Emergency Management’s Strategy Council. Mark is the founder of the Hennepin County Public Works Emergency Management Group and has spearheaded the development and adoption of the Minnesota Statewide Public Works Mutual Aid Pact. Mark is also the former chair of the American Public Works Association’s Emergency Management Committee and has written over 20 published articles on a wide range of topics; including themes around public works, homeland security, and resiliency. Mark has received a numerous national awards and recognitions from groups including American Public Works Association, National Weather Service, American Infrastructure Magazine, and Homeland Security Today.
One of Mark’s mottos is “Actions speak louder than words” and it is with that approach that Mark is committed to actually doing things and supporting efforts to secure critical infrastructure from all hazards.
Master Chief Mark H. Allen performed his duties as the fifth Master Chief Petty Officer of the Coast Guard Reserve from May 2010 through May 2014. As such, he served as the senior reserve enlisted advisor to the Commandant. Master Chief Allen advised him on workforce policies especially those effecting Reservists. He also partnered with the Master Chief Petty Officer of the Coast Guard to advocate for military benefits and entitlements, and served as the senior reserve enlisted mentor. Master Chief Allen devoted much time traveling throughout the Coast Guard observing training and communicating with Coast Guardsmen and their families.
A native of Beltsville, MD, Master Chief Allen holds Master of Business Administration and Master of Science in Project Management degrees from Drexel University and a Bachelor of Arts degree in English with a minor in Public Relations from Frostburg State University. He also is pursuing a PhD in Project Management degree at Drexel University.
Haley Smith is a recent graduate from American University, in Washington, D.C., with a major in Political Science with a concentration in American Government, and a minor in Public Administration and Policy. She is from North Carolina and is joining Sea Service Family Consulting as a Principal Consultant.
Haley has done a variety of internships and has viable work experience that has helped her succeed. She has interned for a former North Carolina Senator, for the Office of Democratic Leader Nancy Pelosi, for a security firm in Brussels, Belgium, as an editorial intern, where she helped author a book, for the Center for Creative Leadership, and with the Association of the United States Navy (AUSN), where she served as an intern and more recently, as a legislative assistant. Haley greatly enjoyed her time at AUSN, helping lobby Capitol Hill for our nations Sailors and Veterans. Haley has also been a certified lifeguard and swim lesson instructor for the past six years.
Ms. Smith currently attends the University of South Carolina School of Law, with the hopes of one day working in the government to continue to fight for our nations Veterans.
Master Chief Charles W. "Skip" Bowen was the tenth Master Chief Petty Officer of the Coast Guard.
Master Chief Bowen’s personal awards include the Coast Guard Distinguished Service Medal, four Meritorious Service Medals with "O" device, four Coast Guard Commendation Medals with "O" device, three Coast Guard Achievement Medals with "O" device, Commandant’s Letter of Commendation, six Meritorious Team Commendation Awards with "O" device, two Coast Guard Unit Commendations with "O" device, seven Coast Guard Meritorious Unit Commendations with "O" device, and the Coast Guard Sea Service Ribbon with two stars.
Master Chief Bowen’s educational accomplishments include a Bachelor of Science Degree, "Magna Cum Laude" from Excelsior College and a Master of Business Administration “Summa Cum Laude” from Touro University International. He is currently Vice President of Government Affairs for Bollinger Shipyards and is the Co-Author of the leadership book “Breaching the Summit."
Tom Sabo is principal solutions architect with SAS who, since 2005, has been immersed in the field of text analytics as it applies to federal government challenges. He presents work on diverse topics including modeling applied to government procurement, best practices in social media, and using analytics to leverage and predict research trends.
Lena Walther holds dual citizenship, bearing both United States and Swedish passports. She is currently the Honorary Swedish Consul to Nevada, having been appointed to that position in 2006. Lena began her original career path in the Royal Swedish Ministry of Foreign Affairs in 1976.
In her capacity as Honorary Consul, Lena helps Swedish Citizens with Consular services in Nevada and neighboring states. Additionally, she promotes Swedish culture and helps Swedish companies to promote their products and services to North America.
Lena is co-founder of a 501(c)3 Foundation, “Awareness is Prevention” which is focusing on human trafficking in Nevada. Her Foundation is funding training for Law Enforcement and other organizations in addition to bringing awareness to the huge problem targeting our youth.
