IT Director Joseph Harris Takes Up Acting DCIO Role at DHS

Joseph Harris, the executive director of IT service operations at the Department of Homeland Security, has been named acting deputy chief information officer at the department.

Harris is temporarily filling in for Stephen Rice, who leaves DHS on Friday to go serve as DCIO at Navy Federal Credit Union.

“DCIO Rice has done an extraordinary job here at DHS and my commitment to Dr. [John Zangardi] and Steve is that I will continue to uphold his high standards of service, mission, people and results!” Harris wrote on his LinkedIn page.

Harris has served as executive director of ITSO since May 2018. Before that, beginning in January 2016, he was deputy chief information officer for FEMA Disaster Operations.

He worked at the U.S. Secret Service for more than 12 years, moving from assistant division chief and senior telecommunications manager to deputy chief information officer. Harris also spent more than 13 years at the Treasury Department as assistant division chief and senior telecommunications manager.
