DOE Launches First Enterprise Data Strategy to Revolutionize Data Practices and Support Critical Missions

The Department of Energy (DOE) has unveiled its inaugural Enterprise Data Strategy, a comprehensive framework designed to transform data practices across the DOE complex for fiscal years 2025 through 2028. The strategy underscores DOE’s commitment to leveraging data as a strategic asset to enhance decision-making and support its critical national missions, from energy innovation to national security.

Recognizing the increasing importance of data in a complex and interconnected world, the DOE Enterprise Data Strategy lays out a clear roadmap for managing data lifecycles, ensuring ethical and secure data usage, and enabling advanced analytics to support the department’s far-reaching objectives. This four-year plan is not only about compliance but also about seizing opportunities to unlock the full potential of data for innovation, security, and operational excellence.

Alignment with Key Legislative and Strategic Goals

The DOE Data Strategy ensures compliance with pivotal legislative mandates and strategic frameworks, including the Foundations for Evidence-Based Policymaking Act of 2018, the Federal Data Strategy, and the Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence (EO 14110). Additionally, it aligns with the 2022 Office of Science and Technology Policy (OSTP) memorandum on equitable access to federally funded research, reinforcing DOE’s role as a leader in fostering transparency, security, and equity in data use.

As part of its alignment with national priorities, the DOE Data Strategy serves as a distinct but complementary framework to the forthcoming DOE Artificial Intelligence Strategy, ensuring that governance and data readiness align seamlessly with the department’s AI objectives.

A Collaborative Effort Spanning the DOE Complex

This strategy is the result of a department-wide effort led by the Enterprise Data Management (EDM) Program and supported by DOE’s first-ever Chief Data Officer, appointed in 2023. Over several months, hundreds of contributors across the DOE’s Program and Staff Offices, National Laboratories, Power Marketing Administrations, Field Sites, and Plants worked collaboratively to ensure the strategy’s applicability across all operational levels and mission areas.
