The Government Technology & Services Coalition (GTSC), the premier organization for companies serving the homeland security mission, today announced several new appointments to their prestigious Board of Strategic Advisors.
“GTSC grew by 20 percent in 2018 as companies and federal partners continue to realize the true potential of active, mission-oriented collaboration. We are extremely pleased to add more expertise to our acquisition portfolios at ICE and USCIS, deeper understanding of Coast Guard requirements, and insights into the IT infrastructure modernization efforts across the Department of Homeland Security,” said Kristina Tanasichuk, Founder & CEO of GTSC.

Vice Admiral Sandra L. Stosz retired as Deputy Commandant for Mission Support at U.S. Coast Guard Headquarters in Washington, D.C., where she led the 17,000-person organization that delivers the systems and people that enable the U.S. Coast Guard to efficiently and effectively perform its operational missions. She was responsible for all facets of support for the Coast Guard’s diverse mission set through oversight of human capital, lifecycle engineering and logistics, acquisitions, information technology and security. She is now President of Sandra L. Stosz, LLC. VADM Stosz will provide GTSC with a deeper understanding of USCG mission needs and insight into the Commandant’s strategic vision.
David Grant is former FEMA Associate Administrator for Mission Support and Component Acquisition Executive (CAE) and was responsible for agency-wide integrated support operations consisting of Procurement, Information Technology, Human Capital, Financial Management, Real Property and Facility Management, Asset Management, Privacy, and Security. He served briefly as FEMA’s Acting Deputy Administrator during one of the agency’s most historic hurricane seasons. Prior to becoming the Associate Administrator for Mission Support, Mr. Grant served as the FEMA Chief Procurement Officer. He led an organization of over 200 personnel dedicated to multibillion-dollar procurement initiatives in support of both steady-state and disaster activities and operations for FEMA. Prior to his appointment as the FEMA Chief Procurement Officer, Mr. Grant served as Chief, Agency-Wide Shared Services (AWSS) for the Internal Revenue Service (IRS). He is now a partner at Potomac Ridge Consulting. Grant will work with GTSC members to further understand the missions of FEMA and the IRS.
Steve Karoly served as TSA’s Acting Assistant Administrator for the Office of Requirements and Capabilities Analysis and was a key management official responsible for assessing, analyzing, and identifying capabilities needed to meet TSA mission requirements. Karoly oversaw the agency’s system risk analysis and modeling capabilities whose goal was to analyze and define operational baseline performance and determine capability gaps for TSA mission areas. Karoly was also responsible for identifying emerging technologies and capabilities to address the entire aviation security ecosystem. Karoly also served as the TSA’s Deputy Assistant Administrator for the Office of Security Capabilities, where he oversaw the implementation and development, test and evaluation, acquisition, deployment and maintenance of all TSA security technologies and systems across multiple modes of transportation. Prior to joining TSA, Mr. Karoly gained extensive experience in leading defense and security enterprises and delivering robust solutions and critical systems to other DHS components including the Domestic Nuclear Detection Office (DNDO) and Customs and Border Protection (CBP) and various DoD components to include the Joint Services, the U.S. Navy, and the U.S. Air Force. Karoly will contribute to GTSC’s emerging technology companies and insight into the mission requirements of TSA.
Bill Weinberg is former Director of the Office of Acquisition Management for U.S. Immigration & Customs Enforcement (ICE) and oversaw the execution of more than 8,000 transactions annually, a total exceeding $2.7 billion, with efficient use of resources, organizational performance improvement and effective leadership of hundreds of employees, contracting officers and program analysts. He is now Managing Director for the Federal Practice at Guidepost Solutions. Weinberg will add his acquisition experience and specific understanding of ICE to GTSC’s portfolio.
Michael Smith is the former Director of the Department of Homeland Security (DHS) Strategic Sourcing Program Office (SSPO) within the Office of the Chief Procurement Officer (OCPO), where he was responsible for achieving savings of over $1.8 billion. He also served as the Associate Director for Strategic Initiatives in the Information Technology Acquisition Center, Director of the Enterprise Solutions Office, and as the Program Manager for the Department of Homeland Security’s $48 Billion EAGLE and FirstSource acquisition programs. He is now Executive Vice President, GovCon Rx. Smith will provide GTSC members with insights into the CPARs strategy at DHS, better understanding of the strategic sourcing strategy and advice on positioning for small- and mid-sized firms.
Keith Jones recently retired after 36 years of service in the federal government, most recently with the U.S. Citizenship and Immigration Service where he served as acting Chief Information Officer and Principal Deputy Chief Information Officer. He worked to implement the IT strategic vision of the agency in providing innovative and secure services to enable the USCIS mission. He was responsible for the oversight and management of agency-wide CIO Initiatives with the annual execution of an $800 million budget in total for service delivery to over 20,000 internal customers. Jones formerly served as deputy executive director of the DHS Information Technology Services Office, where he was responsible for the oversight and management of department-wide infrastructure services, a $900 million-plus budget for service delivery to some 8,500 headquarters users. Jones also served as deputy chief information officer at Immigration and Customs Enforcement. He is now President and CEO of the Edgewater Group DC and serves as a principal consultant to Deep Water Point. Jones will work with GTSC members to understand USCIS’ 2020 initiatives and continue to find innovation for that mission.
Mark Emery is the former and first deputy CIO of the Transportation Security Administration and the Department of Homeland Security. As a Senior Executive at the DHS, Emery supervised the green field start-up and operation of the Transportation Security Administration network and application infrastructure and the modernization of FAA systems to the new applications services. He also established the Department of Homeland Security’s $2B/year infrastructure consolidation program. Emery has led and shaped a wide variety of technology organizations in both business and government adopting leading edge technology, organization, and process innovations. From his consulting practice he has launched several new businesses, including WNP Communications and PingTone Communications; and managed a $400 million portfolio of Department of Homeland Security contracts for a large systems integrator. He also introduced agile development, cloud computing, and DevOps to his portfolio averaging a 20 percent annual growth rate over 5 years. He is now a principal at Emery Consulting. Emery will work with GTSC to work on the innovation agenda and assist small businesses and start-ups with homeland security applications.
Members of GTSC’s Board of Strategic Advisors provide input to GTSC’s programming, identify areas of collaboration and increase the awareness and understanding of the Federal homeland and national security mission. GTSC works on behalf of its members with the U.S. Departments of Homeland Security, Defense, State, Justice, Treasury, and the Office of the Director of National Intelligence.
