Stakeholders Gear Up for Fifth NERC Grid Security Exercise

NERC’s Grid Security Exercise (GridEx) will be held November 13-14 and is an opportunity for utilities to demonstrate how they would respond to and recover from simulated coordinated cyber and physical security threats and incidents, strengthen their crisis communications relationships, and provide input for lessons learned. The exercise is conducted every two years. GridEx aims to:

  • Exercise incident response plans
  • Expand local and regional response
  • Engage interdependent sectors
  • Increase supply chain participation
  • Improve communication
  • Gather lessons learned
  • Engage senior leadership

Who Should Participate?
The exercise brings together organizations from industry, law enforcement, and government agencies. GridEx participants include:

  • Utility companies
  • Regional (state, local, provincial) and federal government
  • Critical infrastructure cross-sector partners (ISACs and other utilities)
  • Supply chain stakeholder organizations

The exercise is designed for distributed play, coordinated locally by a designated asset owner and operator lead planner. An executive tabletop exercise (TTX) occurs concurrently and includes senior industry and government leaders. GridEx IV, held in November 2017, had more than 6,500 participants, representing 450 organizations. Due to the sensitive nature of the scenario discussion, this exercise program is not open to the general public or the media.

The first grid security exercise took place in November 2011. These geographically-distributed exercises are designed to execute the electricity industry’s crisis response to simulated coordinated cyber and physical security threats and incidents, to strengthen utilities’ crisis response functions, and to provide input for lessons learned.
