U.S., Denmark, Netherlands Vow Maritime Cybersecurity Cooperation at the One Conference

The following is the text of a joint statement by the Governments of the United States of America, Denmark, and the Netherlands.

 

On October 1-3, 2019, the United States, Denmark, and the Netherlands chaired a maritime cybersecurity event on the margins of the One Conference in The Hague, a three-day international conference focused on cybersecurity and the economic opportunities offered by cyberspace, aiming to facilitate the exchange of knowledge and ideas within the international cybersecurity community. The United States, Denmark, and the Netherlands affirmed the vision they share of a global, open, interoperable, reliable, and secure Internet and stable cyberspace, and commitment to continued collaborative efforts in enhancing cybersecurity in the maritime sector.

In our globalized economy, the maritime sector is critical to the trade and transportation of all nations. While digitization provides tremendous opportunities for economic and social growth, it also poses new security challenges. Maritime cybersecurity is a necessity to keep our people, ports, cargo, and ships safe and secure. Given the inherent connectivity of cyberspace and the interconnectivity of the international maritime transportation system, international cooperation is vital to keep our maritime sector digitally secure and promote economic opportunities. The maritime cybersecurity event brought together like-minded nations to share knowledge and expertise to prevent and respond to threats from cyberspace that could bring societies to a standstill. The participants committed to increasing cooperative engagements in the following areas of maritime cybersecurity: awareness raising, information sharing and risk management. The participants will also visit the Ports of Rotterdam and Amsterdam where they delve into the cybersecurity issues of port operations and the ship-port interface.

The U.S. delegation consisted of cyber and maritime experts from the National Security Council, the Department of State, the Department of Homeland Security, including the U.S. Coast Guard.

The Dutch delegation included cyber and maritime experts from the National Cyber Security Centre of the Netherlands, the National Coordinator for Security and Counterterrorism, the Ministry of Infrastructure and Water Management, the Ministry of Defense, the Ministry of Foreign Affairs, Rijkswaterstaat and the Coast Guard. The Danish delegation was comprised of representatives from the Danish Maritime Authority, the Danish Centre for Cyber Security and the Danish Transport, Construction and Housing Authority. Representatives from France, Germany, Canada and the United Kingdom also participated in the event.

We seek to expand participation in this recurring maritime cybersecurity event at our 2020 conference in Denmark as we drive to a more secure global trade environment.
