A draft Office of Management and Budget guide circulating in federal agencies contains a template for winning a piece of the $500 million in new Modernizing Government Technology Act funds to be available in $250 million increments this fiscal year and next, FCW reported Feb. 6. The draft still stipulates that project proposals for the first round of MGT funding are due Feb. 16, even though the funds must be provided by a fiscal 2018 appropriations measure Congress has not yet passed.
Proposals “should include between two and six incremental funding transfers throughout the lifecycle of the project,” and the funds must be paid back, FCW reported.
A seven-member board will approve all projects with heavy involvement by OMB. Board members will include the federal CIO, a senior GSA IT official, a member of the Department of Homeland Security’s National Protection and Programs Directorate and four at-large members appointed by OMB Director Mick Mulvaney. The board is slated to be set by March 12.
The proposal template included in the draft instructs agencies to describe their projects, their impact and how it will be measured, how much money they need, and all costs and benefits before, during and after modernization.
