Three Companies Off, Four Added in Final Alliant 2 Small Business Awards

The General Services Administration announced Feb. 14 the final award to 81 small businesses of the 10-year, $15 billion Alliant 2 Small Business (A2SB) contract. A pre-award notice released Dec. 7 had listed 80 “apparently successful offerors.”

Since then, GSA dropped three contractors and added four new ones, Nextgov reported. The three that didn’t make the final cut are AEEC, Avineon, and Superlative Technologies dba SuprTEK. The four new firms are Atlas, Product Data Integration Technologies dba Modulant, SNAP, and The Informatics Applications Group.

All four new companies’ awards are “still subject to contracting officer size challenge at the Small Business Administration” for five days, according to today’s notice. GSA won’t give notice to proceed on the contract until any challenges are resolved and it won’t fill the spots of any of the four if they lose a challenge.

The hotly contested contract — 493 companies submitted bids — spawned at least 185 SBA challenges. GSA asked all bidders to extend their offers until the end of this month to allow time for SBA to handle the cases, FCW reported Feb. 1.

The contract provides customized information technology services and IT services-based solutions to the government, according to GSA. It is the small business version of $50 billion Alliant 2 Unrestricted, which was awarded on Nov. 17, 2017.

A2SB was named a “best-in-class” contract by the Office of Management and Budget.

“As IT modernization takes center stage in the Administration’s drive to create a more efficient and effective government, GSA’s Alliant contracts will continue to be an important tool for agencies looking to enhance and improve their IT operations,” GSA Federal Acquisition Service Commissioner Alan B. Thomas said in a statement announcing the A2SB awards.
