Amid Rising Cyber and Physical Threats, Center for Cross-Sector Coordination Launches

Washington, D.C. — April 9, 2026 — A new organization focused on strengthening the security and resilience of the nation’s critical infrastructure today announced its launch. The Center for Cross-Sector Coordination (CXC) is an industry-driven, cross-sector, not-for-profit initiative that unites infrastructure owners and operators to enhance coordination, inform policy, and serve as a force-multiplier and trusted partner to government.

From cyber intrusions and physical threats to supply chain disruptions and natural disasters, today’s risks are deeply interconnected—and further heightened by geopolitical tensions. Across the energy, transportation, healthcare, and chemical sectors—as well as telecommunications, emergency services, water, the Defense Industrial Base, and beyond—our nation’s critical infrastructure operates as an interdependent ecosystem, where disruption in one domain can quickly cascade into others. These disruptions threaten national security, economic stability, business continuity, and public services. Addressing them requires more than siloed solutions—it demands sustained, cross-sector collaboration.

CXC was created to ensure that companies and other entities that own and operate America’s critical infrastructure have access to a robust network, as well as to strategies, technologies, and solutions being leveraged across all 16 critical infrastructure sectors. Drawing member companies and sponsors from across the critical infrastructure ecosystem, CXC will also serve as a forum for government agencies to engage directly with the cross-sector community and collaborate on shared challenges.

Representing the next generation of public–private partnership, CXC brings together infrastructure owners and operators, government partners, technology and solutions providers, and industry associations across all 16 sectors.  Its mission is to build a more cohesive infrastructure ecosystem—defined by shared awareness, practical tools, trusted relationships, and collaborative mechanisms to defend against evolving threats.  The Center will develop and deliver industry-tailored security tools, targeted training for operators and executives, curated insights on emerging threats, and customized guidance to address the evolving risk landscape.

“National resilience requires cross-sector alignment and trusted networks that share solutions and best practices, tackle complex challenges, and translate strategy into action,” said Kelly Murray, founding Executive Director of CXC.

“Our mission is to strengthen the connective tissue across all 16 sectors and with CISA and other key agencies, so that, as a nation, we can respond more seamlessly and effectively to evolving threats,” said Dave Wulf, CXC’s President and Chief Executive Officer. “This must be a true whole-of-community effort, and we are already seeing strong support for CXC across industry, government, and beyond.”

CXC is launching in strategic partnership with Homeland Security Today, enhancing the Center’s ability to provide members with trusted analysis and insights. As CXC’s media arm, Homeland Security Today will also provide a national platform to elevate cross-sector priorities and advance public–private collaboration.

Wulf and Murray also announced that CXC will convene cross-sector stakeholders through a flagship annual event, regular webinars and expert sessions, regional engagements, and collaborations with academic institutions, first responders, and international partners.

Additionally, a growing Technology, Tools, and Talent Network will be embedded within CXC to connect infrastructure operators directly with vetted solutions and expertise to enhance security and resilience.

As government resources face increasing strain and evolving mission demands—and as threat actors grow more sophisticated–durable, complementary partnership mechanisms are essential.  CXC is designed not to replace existing efforts, but to reinforce and enhance them—establishing an enduring partnership framework that amplifies collaboration, sustains cross-sector communication, and delivers actionable, repeatable solutions.

Protecting critical infrastructure is a shared responsibility. By strengthening cross-sector coordination and deepening public–private collaboration, the Center for Cross-Sector Coordination focuses on advancing the security and resilience of the nation’s essential systems and the communities that depend on them.
