Bud Harrell Takes on New Role at ECS

Bud Harrell has joined ECS as Growth Leader for the company’s Defense, Intelligence, and Health Business Unit, he announced on LinkedIn. In the new role, Harrell will lead strategy, capture, and partnerships that advance AI, cloud, and mission-support programs across the Department of Defense, Intelligence Community, and Federal Health sectors.

Harrell brings more than three decades of experience in government, consulting, and technology, including a career that bridges military service and executive leadership in some of the industry’s most recognizable firms.

Before joining ECS, Harrell served as Senior Director for Government Defense and Intelligence at Oracle, where he led engagement strategies for cloud and data modernization across national security and defense organizations. Prior to that, he spent more than four years with Amazon Web Services (AWS), first as a Senior Engagement Manager and later as a Senior Enterprise Services Manager, helping federal clients implement large-scale cloud solutions.

His earlier leadership experience includes roles at SAP National Security Services (SAP NS2) as Director of Professional Services, Microsoft as Senior Account Delivery Executive, and Cohere Technology Group as Vice President of Intelligence and Federal Solutions. Harrell also directed the Intelligence Systems and Solutions Division at ACET, Inc., supporting defense and intelligence programs, and previously held management roles at consulting firms including Touchstone Consulting, North Highland, Sapient, and BearingPoint.

Harrell began his career in the U.S. Army Signal Corps, where he served as a Captain from 1989 to 1997, both on active duty and in the reserves. He holds a Bachelor of Arts in Government and Foreign Affairs from the University of Virginia.
