Erin Hoffman has been appointed Deputy Under Secretary for Management at the Department of Homeland Security (DHS), bringing nearly 20 years of experience leading emergency management, homeland security programs, and large-scale government operations.
In her new role, Hoffman supports the Secretary and Deputy Secretary of Homeland Security, as well as the Under Secretary for Management, overseeing key DHS management functions including budget, finance, procurement, human resources, information technology systems, biometric services, facilities, security solutions, performance measurement, and federal infrastructure protection.
Hoffman previously served in senior leadership roles at the Federal Emergency Management Agency (FEMA), including as Acting Associate Administrator for Resilience and Senior Official Performing the Duties of Deputy Administrator for Resilience. In those positions, she led a workforce of nearly 3,000 professionals overseeing programs focused on preparedness, mitigation, grants, federal insurance, and community resilience.
During her FEMA tenure, Hoffman managed large operational portfolios and led initiatives designed to strengthen disaster preparedness and reduce risk. She also served as Assistant Administrator for National Preparedness, where she guided nationwide preparedness efforts across federal, state, local, tribal, and territorial partners while overseeing a $500 million budget and a workforce of more than 450 professionals.
Earlier FEMA leadership roles included Director of the Office of National Exercises and Technological Hazards, where she led programs supporting national exercises, training, planning, and technical assistance for communities across the country. She also served as Acting Deputy Chief of Staff for FEMA’s Office of the Administrator and Director of the National Exercise Division.
Before joining FEMA, Hoffman served as a Special Advisor in the DHS Office of the Secretary, supporting senior leadership on complex policy and operational matters. She also worked with the U.S. House Committee on Homeland Security as a Committee Fellow, supporting work involving emergency communications, preparedness, grants, training, and disaster response.
Hoffman holds a Juris Doctor from the University of Pittsburgh School of Law and a Bachelor of Arts in English from Virginia Tech. She has also completed executive leadership programs through Harvard T.H. Chan School of Public Health’s National Preparedness Leadership Initiative and the Naval Postgraduate School’s Center for Homeland Defense and Security Executive Leaders Program.
