John Picarelli has been named Acting Director of the Tech Centers Division within the Directorate of Science and Technology at the U.S. Department of Homeland Security (DHS). In this role, Picarelli will lead efforts to leverage cutting-edge technology to address homeland security challenges, drawing on his extensive experience in counterterrorism, national security, and program management.
Picarelli has a distinguished career in public service and national security. Most recently, he served as Director of Counterterrorism at the National Security Council, where he oversaw national efforts to prevent targeted violence and terrorism. During his tenure, he authored groundbreaking national strategies to combat antisemitism and other forms of bias and discrimination. Prior to this, Picarelli held multiple leadership roles at DHS, including Director of the Center for Prevention Programs and Partnerships, where he led initiatives empowering state and local partners to implement prevention frameworks for targeted violence. He also served as Deputy Director (Acting) in the Office for Targeted Violence and Terrorism Prevention.
Earlier in his career, Picarelli worked at the Department of Justice, where he managed programs addressing transnational issues, including international crime and terrorism. His expertise in policy and program development has been instrumental in shaping strategies to address emerging security threats.
In addition to his government service, Picarelli has been an Adjunct Professor at George Washington University for over 18 years, developing courses on transnational threats and the evolving nature of security. His work in academia complements his professional focus, allowing him to explore innovative solutions to global security challenges.
Picarelli also holds a Ph.D. in International Studies from American University, a Master’s degree in International Relations from the University of Pittsburgh, and a Bachelor’s degree in International Relations from the University of Delaware.
