Mike Horton has been named Chief Operating Officer of Blackwatch International Corporation, bringing extensive experience in federal technology leadership, national security, and enterprise operations.
In his new role, Horton will support operations at Blackwatch International, a small business that provides technology, innovation, and engineering solutions for complex enterprise-level projects in domestic and international markets.
Horton brings nearly two decades of federal government experience from the Department of Homeland Security (DHS), where he held a series of senior technology and leadership positions. Most recently, he served as DHS Chief Data Officer from April 2021 to May 2023, overseeing data-focused initiatives and supporting the department’s technology mission.
Previously, Horton served as DHS Chief Information Officer from 2015 to 2019, leading enterprise IT efforts across the department. He also served as Acting Deputy Chief Information Officer, Senior Advisor to the CIO, and Senior Advisor to the Chief Financial Officer, providing leadership across technology, operations, and management functions.
Before joining Blackwatch, Horton served as Vice President of National Security at ASRC Federal. He also serves as a Principal at Deep Water Point & Associates, advising organizations competing in the federal market.
Earlier in his career, Horton held information technology leadership roles in the private sector, including positions with Shire Pharmaceuticals and Spirit of America National Bank.
Horton has been recognized by Homeland Security Today as a Mission Award winner for his contributions to homeland security.
