Sean Gilman Joins InDev as Vice President of Homeland Security Programs

Sean Gilman has been announced as Vice President of Homeland Security Programs at InDev, LLC, a Government Technology & Services Coalition (GTSC) member. In this role, he will lead customer delivery efforts across InDev’s Department of Homeland Security accounts, including U.S. Customs and Border Protection (CBP), Transportation Security Administration (TSA), and U.S. Immigration and Customs Enforcement (ICE), with an initial focus on direct support to the success of InDev’s CBP Emerging Technology Monitoring Support Services (ETMSS) contract.

Sean brings a strong commitment to the national security mission and to supporting the professionals who protect the homeland. With more than 20 years of experience in technical leadership and scaled Agile delivery, he leads large, mission-critical federal programs and delivers modern technology solutions and successful mission outcomes.  His expertise spans system modernization, DevSecOps, mobility, and AI, with a consistent record of aligning and operationalizing emerging technologies to complex federal environments.

Previously, he was the Director of National Security at Brillient, and held technical program leadership roles at Unisys, and ECS. Sean has been recognized as an Engage Homeland and National Security Honoree in both 2024 and 2025.

He holds a Master’s degree in Technology Management from George Mason University and a Bachelor’s degree in Electrical Engineering from the University of South Florida. He also maintains multiple professional certifications, including PMP, SAFe Program Consultant, Agile Certified Coach, and Certified Scrum Master.
