From Awareness to Activation: The Preparedness Activation Model (PAM)

Introduction

Preparedness programs frequently succeed at producing documentation and completion metrics. They do not always succeed at producing action. Many organizations can point to updated plans, annual training, and drill calendars, yet real incidents and exercises still reveal hesitation, inconsistent role performance, and message drift. The gap is not always equipment or policy. Often, it is the mismatch between how people learn, what motivates them to act, and how practice becomes instinct under pressure.

This article introduces a pracademic framework designed to close that gap: the Preparedness Activation Model (PAM). PAM synthesizes three evidence-informed pillars into a single operational approach:

  1. Andragogy (Adult Learning): Adults learn best when learning is relevant, problem-centered, and immediately applicable. Training must look like real work, not generic content delivery.
  2. Vested Interest (Motivation): People act when they perceive a personal stake (i.e., vested interest), relevance, and a feasible path to action. Motivation is not “enthusiasm”—it is the perception that action matters and is doable.
  3. Activation Design (Practice to Instinct): Behavior changes when people experience decisions, consequences, feedback, and repetition. Activation is the point at which preparedness transitions from information to performance.

PAM’s central claim is straightforward: motivation is the bridge between learning and execution. If training increases awareness but fails to raise perceived stake, clarity, and confidence, individuals revert to hesitation or default behaviors under stress.

The PAM concept was developed at the intersection of dissertation-based research (Shusko, 2024) and continued field application. It should be viewed as a conceptual, evidence-informed model rather than a finalized standard. Readers are encouraged to adopt it as a practical design lens now and to evaluate outcomes locally (e.g., decision speed, role adherence, message consistency) as the model evolves through wider use.

The PAM model: Learn → Motivate → Activate

Level 1: Learn (Andragogy)

PAM starts by treating readiness as an adult-learning issue. Adults retain what they can use immediately. Preparedness training should therefore prioritize role-specific actions (“what do I do first?”), short scenarios over long lectures, job-embedded practice (in meetings, shifts, and routines), and plain language with quick-reference tools. A campus or agency doesn’t need everyone to master the entire emergency plan. It needs each role to master its first moves and handoffs.

This emphasis aligns with adult learning and organizational change research: when training is disconnected from real work constraints, participation and retention decline (Spector, 2013). Preparedness learning is also shaped by the affective domain—attitudes, emotions, and values that influence whether people internalize expectations and feel capable of acting, meaning that simply providing information is insufficient for sustained behavior change (Morshead, 1965). More broadly, improvement efforts are often undermined by resistance to change, limited leadership support, and scarce resources unless learning is designed to be relevant, problem-centered, and immediately applicable (Senge, 2006; Spector, 2013). In emergency planning literature, training is repeatedly identified as critical to implementing plans and revealing weaknesses through exercises (U.S. Department of Education, 2007, 2009; National Association of Attorneys General Task Force on School and Campus Safety, 2007; Virginia Tech Review Panel, 2007). The practical implication for PAM is straightforward: design learning that resembles real-world work, featuring short, role-based practice that builds confidence and reduces hesitation.

Level 2: Motivate (Vested Interest)

The second level addresses the missing link in many programs: the “why” that drives behavior. PAM focuses on motivation as perceived stake + relevance + feasibility. Motivation increases when:

  • the scenario feels plausible (“this could happen here”)
  • the consequences are clear (“here’s what happens if we delay”)
  • the individual’s role is visible and bounded (“I own these steps”)
  • leadership signals priority (time protected; feedback loop closed)

Motivation fails when preparedness feels abstract, optional, or punitive. In those environments, people comply with training but avoid ownership in execution.

This motivational tier is grounded in vested interest theory (VIT), which explains when attitudes translate into behavior. VIT emphasizes the subjective meaning individuals assign to an issue and predicts stronger action when perceived outcomes are personally consequential and when benefits outweigh perceived costs and barriers (Sivacek & Crano, 1982; Miller et al., 2012). In the literature synthesis supporting this model, vested interest is central to sustaining participation in preparedness behaviors and drills, particularly when individuals can clearly see the benefit of acting and feel capable of doing so (Miller et al., 2012; Skurka et al., 2020). Conversely, participation can decline when employees experience fear/anxiety, perceive drills as disruptive, or receive insufficient communication and follow-through, which reduces perceived feasibility and value (Fox & Savage, 2009; Regehr et al., 2017). PAM therefore operationalizes motivation by deliberately increasing a perceived, personal stake and feasibility: clarifying expectations, reducing friction, protecting time, and showing visible improvements that prove participation matters.

Even when training is offered frequently, participation may remain low without perceived relevance and clarity. For example, one internal snapshot from the dissertation research noted approximately 1% participation despite more than 30 training sessions offered over one year (Shusko, 2024).

Level 3: Activate (Practice to Instinct)

Activation is where readiness becomes dependable. PAM builds activation through:

  • repeated decision points (short, frequent reps)
  • immediate feedback (micro hotwash)
  • consequence and realism (time pressure, role constraints)
  • clarity artifacts (message maps, decision huddles, operating picture)

Activation is not adrenaline. It is the calm confidence that comes from having practiced the right behaviors often enough that the brain can retrieve them under stress.

A practical build guide: the PAM 3×3 checklist

(Use this checklist to design or audit any preparedness module)

Learn (andragogy)

  • Is the training role-specific and problem-centered?
  • Does it teach first moves and handoffs in plain language?
  • Does it include immediate application (a scenario or decision)?

Motivate (vested interest)

  • Does the learner see personal stake and relevance?
  • Are expectations feasible within real job constraints?
  • Does leadership protect time and close the feedback loop?

Activate (practice to instinct)

  • Are there repeated, timed decision reps (micro-drills)?
  • Is there feedback and one visible fix per cycle?
  • Are there templates/tools to reduce cognitive load (scripts, maps)?

If any column is weak, performance under stress will be weak—even if completion rates are high.

What PAM looks like operationally – a 30–60–90-day Plan

PAM is designed to be practical, not theoretical. It translates into a small set of vendor-neutral routines that move preparedness from information to behavior by building clarity, tempo, and habit. In operational terms, PAM begins with a one-page “Operating Picture” that removes the most common friction point in execution: uncertainty. The Operating Picture should clearly state who makes decisionss, what triggers action, what handoffs occur, and how messages flow across functions. To support rapid decisions under pressure, PAM pairs that clarity with a repeatable five-minute decision huddle—a short script that confirms what is known, makes a go/no-go decision, assigns a message owner, timestamps the decision, and sets the next check-in. Because language drift is a frequent failure mode, PAM also relies on message maps: plain-language templates for emergency notification, status check, care/resources, and all-clear. Finally, PAM becomes durable through micro-exercises, 10- to 15-minute, role-specific practice embedded into existing meetings or shifts, and through minimal metrics that keep the system honest: time-to-decision, message consistency, and closure.

A simple 30–60–90-day implementation plan helps institutions adopt PAM without overwhelming schedules. In the first 30 days, the goal is to build clarity and buy-in by identifying five to seven high-frequency scenarios (e.g., weather closure, medical event, threat, facility disruption), drafting the Operating Picture and message maps, and running one micro-exercise with two departments to capture a single fix. From days 31–60, the focus shifts to activation: schedule one to two micro-exercises per month (including night and weekend operations), establish a consistent decision-huddle cadence in tabletop reps, and publish a brief “what changed” note after each drill so participation is reinforced through visible improvement. From days 61–90, the goal is to normalize the routine through simple measurement and follow-through. Track time from recognition to a documented go/no-go decision, assess whether messaging stays consistent across departments, and confirm that roles follow first moves rather than improvising under stress. Close out improvement actions with named owners and due dates, and produce a one-page quarterly “activation report” summarizing what improved and what is next. When these behaviors improve consistently, readiness is no longer theoretical—it is becoming executable.

Lessons learned (pracademic takeaways)

Key lessons from this pracademic work are straightforward. Awareness alone does not create activation; repeated practice is what turns knowledge into reliable behavior. Motivation should not be confused with hype—it is built through personal stake, clear expectations, and a feasible path to act. In practice, short, role-specific repetitions carried out frequently outperform long courses that are completed once and forgotten. Participation also depends on visible improvement: when organizations fail to show what changed after drills or feedback, engagement drops, while closing the loop builds trust and sustained buy-in. Finally, PAM is designed to scale—start small with one scenario, one department, and one cycle, then expand as routines take hold.

Conclusion

PAM is presented as an evidence-informed, dissertation-derived framework (Shusko, 2024) that is ready for local implementation and evaluation, with broader cross-institutional testing as a logical next step. Preparedness is not a binder and not a checkbox. It is a capability that must be learned, motivated, and activated. The Preparedness Activation Model offers a framework and a set of routines that help organizations convert training into instinct. When learners understand their first moves, feel the stakes, and repeatedly rehearse decision points with feedback, execution becomes calmer, faster, and more reliable—without requiring new platforms or major budgets.
