Ashley Harrigan, M.A., is a nationally recognized resilience and climate policy leader with more than 15 years of experience shaping strategies that strengthen critical infrastructure, community resilience, and emergency preparedness.
As Deputy Director of Resilience Policy at the U.S. Department of Homeland Security (DHS), she authored the Department's strategic framework for climate change and chaired the DHS Climate Change Policy Working Group, directing the development of more than 15 department-wide policies related to resilience, climate adaptation, emergency preparedness, and infrastructure security. She led the creation of DHS's Extreme Heat Guidance for Connected Communities and advanced innovative approaches that integrate technology, equity, and risk reduction into resilience planning.
Her work has included leading community-based preparedness exercises, resilience hub initiatives, and stakeholder engagements designed to improve outcomes for underserved and climate-vulnerable populations.
