Homeland Security Today (HSToday), the premier nonprofit, nonpartisan platform for homeland security information and analysis, today announced that Carin Quiroga has joined its Editorial Board, bringing extensive expertise in data modernization, information technology, and digital transformation across the Department of Homeland Security (DHS).
“Carin Quiroga’s leadership in advancing data accessibility, literacy, and modernization across DHS has made a significant impact on the homeland security enterprise,” said Kristina Tanasichuk, CEO of the Government Technology & Services Coalition (GTSC) and Executive Editor of HSToday. “Her deep understanding of how data drives mission success and informed decision-making will provide invaluable insight to our Editorial Board and strengthen HSToday’s coverage of emerging technologies and innovation.”
Quiroga recently concluded nearly 18 years of federal service with the Department of Homeland Security, including the past five years at U.S. Immigration and Customs Enforcement (ICE), where she served as Chief Data Officer and, for a period, Acting Deputy Chief Information Officer. During her tenure, she spearheaded efforts to create the ICE IT Data Modernization (ITDM) Roadmap, aligning existing programs and identifying the resources needed to evolve ICE into a fully data-driven organization.
Under her leadership, ICE established the Data Bodega, an initiative designed to ensure data is known, accessible, and reliable to ICE personnel and its partners. She also launched the Data Empowerment Program to advance data literacy and cultivate a stronger data-informed culture across the agency. Her work focused on strengthening data governance, improving collaboration across agencies, and advancing data-driven capabilities to support mission operations and modernization efforts across DHS.

Contributing to meaningful conversations around data strategy, modernization, and the responsible use of technology is essential to strengthening long-term national security, and I’m honored to join the Editorial Board to help advance those discussions.”
Prior to joining ICE in 2020, Quiroga spent 14 years at U.S. Customs and Border Protection (CBP), where she held a series of leadership positions including Integration Lab Manager, Program Manager for CBP’s primary financial system, and Director for the Web, Communications, and Research (WCR) Division. Earlier in her career, she held private-sector engineering and analyst roles supporting federal agencies at Bart and Associates, Apogen Technologies, and Spirent Communications.
In recognition of her leadership and contributions to government data innovation, Quiroga was honored as Homeland Security Today’s Most Valuable Player – Data Advancement in 2023.
As a member of the HSToday Editorial Board, Quiroga will contribute to shaping coverage and thought leadership surrounding data modernization, digital transformation, and emerging technologies impacting homeland security missions. She will play an active role in:
- Identifying and analyzing trends in data modernization and digital transformation across government
- Providing insight into enterprise data strategy, governance, and accessibility
- Guiding thought leadership initiatives related to emerging technologies and innovation
- Supporting HSToday’s editorial direction and research priorities
- Contributing articles and participating in collaborative initiatives across the homeland security community
Quiroga joins a distinguished group of experts who guide HSToday’s coverage of the most pressing issues facing the homeland security enterprise.
