Former CBP Executive Tobin Ruff Joins SimIS as National Capital Region Director and Chief Strategy Officer

Former U.S. Customs and Border Protection executive Tobin Ruff has joined SimIS Inc. as Director for the National Capital Region and Chief Strategy Officer, bringing more than two decades of experience in strategy, capability development, and national security risk management.

In his new role, Ruff is responsible for leading SimIS’ business development and solution delivery efforts across the National Capital Region, while also helping shape the company’s long-term growth strategy and operational direction. His responsibilities include supporting corporate vision, advancing tactical initiatives, and reinforcing the company’s organizational culture.

Ruff spent almost two decades at CBP, most recently serving as Chief of Strategy and Analysis. In that position, he led efforts to identify and assess emerging trends, helping the agency adapt to evolving national security risks through disciplined analysis and workforce integration. His work focused on aligning strategy, leadership, and operational planning to strengthen CBP’s ability to respond to complex threats. Earlier, Ruff served as Director of CBP’s Capabilities and Requirements Division.

Ruff holds a bachelor’s degree in basic sciences with a concentration in computer science from the U.S. Air Force Academy and a master’s degree in administration with a focus on information resources management from Central Michigan University.
