Michael Frank has joined Red Cell Partners as Head of Mission Integration, bringing experience across defense technology, cybersecurity, military operations, and national security strategy.
Frank will continue serving in the Pentagon as a reservist with the Joint Staff, where he currently serves as an OIE Planner with J39.
Before joining Red Cell Partners, Frank served as Deputy Chief Technology Officer for the Department of the Navy from May 2024 through July 2026.
Frank has also held leadership roles focused on cybersecurity and emerging technology. As Cyber Portfolio Lead with the Marine Innovation Unit, he supported cyber-related initiatives within the Marine Corps Reserve, and previously served as Executive Officer of the Defensive Cyber Operations Company, where he helped establish and develop operational cyber capabilities within Marine Forces Reserve.
His background also includes experience in consulting and strategy. Frank served as a Project Leader and Principal with Boston Consulting Group.
He has contributed to national security discussions through his fellowship with the Center for Strategic and International Studies (CSIS) as a Strategy and Statecraft Fellow and through defense-focused work with Marque Ventures.
Frank served more than 12 years in the U.S. Marine Corps, holding positions in cyber operations, artillery leadership, and operational planning. His military assignments included roles with Marine Forces Reserve and 4th Marine Regiment.
He holds a Master of Science in Information Security and Assurance from Carnegie Mellon University, and a Master of Business Administration from the University of Virginia’s Darden School of Business. He also holds a bachelor’s degree in accounting from Washington & Jefferson College.
