Marcy Mason is a writer and editor in the Communication and Outreach Division of the Office of Public Affairs at U.S. Customs and Border Protection.

Roberta Stempfley is Director CERT Division at the Software Engineering Institute, a part of Carnegie Mellon University. Previously she was a director at the MITRE Corporation, as well as a leader in the field of the security and use of technology to support the public’s interests. She served as Deputy Assistant Secretary of the U.S. Department of Homeland Security's Office of CyberSecurity & Communications where she engaged with critical infrastructure and industry to raise awareness, reduce risks, and prepare and respond to cyber events. She also served as chief information officer (CIO) of the Defense Information Systems Agency, where her work spanned the internal technology used in the agency and the capabilities put in the hands of war fighters and their mission support organizations. Ms. Stempfley has been recognized as a top federal CIO two years in a row by Information Week, named one of the top 50 Women in Technology in D.C., and awarded the F. Lynne McNulty Award as a leader in cybersecurity by (ISC)2.

Mark Sullivan was formerly a Principal at GSIS. Prior to co-founding GSIS, Mr. Sullivan was a federal law enforcement agent for nearly 35 years. Mr. Sullivan concluded his federal service as the Director of the United States Secret Service (USSS), beginning as an entry level field agent and ultimately serving in a variety of leadership roles in the organization for nearly 30 years. As an effective and strategic chief executive, Mr. Sullivan led high impact initiatives in criminal investigations and protective operations, strategic planning, threat assessment and risk management, human capital management, technology deployment, IT modernization and budget development and execution. At GSIS, Mr. Sullivan works with clients on a variety of domestic and international security issues including financial and intellectual property investigations, business due diligence, major event planning, security vulnerability assessments for sports venues, buildings and critical infrastructure, risk management consultation, and security training and executive protection. Mr. Sullivan also chaired a panel of security experts, convened by the US Department of State, which was charged with identifying best security practices when operating in high threat areas. Mr. Sullivan currently serves on the Board of Directors for Uber, LiveSafe and Evolv Technology. Mr. Sullivan is a graduate of St. Anselm College, Manchester, NH. He is a graduate of the Senior Executive Fellows program at Harvard’s John F. Kennedy School of Government.

A Command Group Founding Partner, W. Ralph Basham is one of the most recognized and respected leaders in the law enforcement and homeland security communities today. Over the course of his 38-year career in the federal government, Mr. Basham led four of the eight operational components of what is now the U.S. Department of Homeland Security—serving as Commissioner of U.S. Customs and Border Protection, Director of the U.S. Secret Service, Director of the Federal Law Enforcement Training Center, and Chief of Staff at the Transportation Security Administration. He served in these leadership positions as a Senior Executive Presidential appointee in the Clinton, George W. Bush, and Obama administrations. Mr. Basham was recently honored by the Border Patrol Foundation, receiving the Founder’s Medal for Lifetime Achievement.

H.E. The Hon, Sir Dr. Thomas A. Cellucci, PhD, MBA is a serial entrepreneur, currently managing several high-tech firms. He was appointed the US Department of Homeland Security’s Director of the Research & Development Partnerships (RDP) Group managing over $12B in assets and over1700 team members. He was also the first Chief Commercialization Officer in the US Federal Executive Branch and continues to assist the President of the United States and Chairman of the Joint Chiefs. In 1999, he founded Cellucci Associates, Inc. with headquarters at Harvard Square in Cambridge, MA. Cellucci writes about the intersection of emerging technology, commercialization, and implementation to protect the homeland. Cellucci earned a PhD in Physical Chemistry from the University of Pennsylvania (1984), an MBA from Rutgers University (1991) and a BS in Chemistry with Honors from Fordham University (1980). He holds two endowed Chairs at prestigious universities in Kazakhstan and has taught at Harvard Business School, Princeton University and the University of Pennsylvania.

David Aguilar previously served as Acting Commissioner of U.S. Customs and Border Protection (CBP). As Acting Commissioner, he oversaw our nation’s largest federal law enforcement agency, a workforce of over 60,000 agents, officers, and other personnel and a budget of more than 12 Billion dollars. Prior to leading CBP, Mr. Aguilar was appointed by President George W. Bush as the National Chief of the United States Border Patrol. Mr. Aguilar served as Chief of the Tucson Sector and in various leadership positions within the U.S. Border Patrol during his 35-year Federal law enforcement career.

Brian currently serves as the Vice President and Chief Security Officer (CSO) at AVANGRID, an energy company with assets and operations in 24 states. He is responsible for the companies physical and cybersecurity, security compliance, enterprise risk governance, and fire protection units. In 2018, Brian was appointed by the President of the United States to serve as the sixth Assistant Secretary for Infrastructure Protection, at the Department of Homeland Security. Brian also served as the first Assistant Director for Infrastructure Security at the U.S. Cybersecurity and Infrastructure Security Agency (CISA). Brian has spent time during his career in the US Marine Corps and various private sector agencies with the goal of protecting the United States from security threats.

Matthew Henman is the head of Jane’s Terrorism and Insurgency Centre (JTIC) at Jane’s by IHS Markit. He joined IHS Markit in 2008 following the completion of undergraduate and postgraduate degrees at the Department of War Studies, King’s College London.

Robert Munks is the Editor of Jane’s Intelligence Review (JIR). He previously worked for the UK Foreign and Commonwealth Office and as a foreign policy adviser to the Secretary-General of the European Union, and teaches on the master’s in intelligence analysis degree programme at King Juan Carlos University, Madrid.
