The Middle East Media Research Institute (MEMRI) Jihad and Terrorism Threat Monitor (JTTM) project published a new report on July 14, 2026 about a media group linked to Islamic State Khorasan Province (ISKP) publishing a poster that threatened attacks in Washington, D.C. and Paris.
On July 14, Al-Azaim Foundation, an unofficial pro-Islamic State (ISIS) media group linked to ISKP, released a poster featuring an armed figure between images of the U.S. Capitol Building and Paris’s Eiffel Tower, both marked as targets.
Posted on the ISIS-operated Rocket Chat server, the Al-Azaim poster presents the United States and France as potential targets, positions both countries as possible theater for future attacks.
The message, on the poster reads in English: “Kill Them, Seize Them, Besiege Them.” The text cites a Quranic verse from Chapter At-Tawbah (Repentance) (9:5), also known as the “Sword Verse,” which states that at the close of the sacred months, Muslims must fight those who break peace treaties and commit aggression.
Al-Azaim’s new threatening poster comes as the U.S. hosts the 2026 FIFA World Cup, jointly with Canada and Mexico, and as ISIS supporters have been amplifying the organization’s June 18 call to “seize the opportunity” and carry out attacks targeting host cities and World Cup venues and events.
It is notable that the poster’s timing also coincides with France’s National Day, widely known internationally as Bastille Day and officially called La Fête Nationale, which is celebrated annually on July 14.
