Former Director of FEMA Tech Hazards Division Joins Global SecurityConsulting Firm IEM

Andy Mitchell, former

Director of FEMA’s Technological Hazards Division, has joined global security
consulting firm IEM as Strategic Advisor. Mr. Mitchell will provide technical
expertise to IEM as the company continues to expand its services in disaster management
and public protection.

Mr.

Mitchell has over 35 years of public and private sector experi­ence in homeland
security, public safety, and criminal justice. As FEMA’s Director of the
Technological Hazards Division, Mr. Mitchell was responsible for overseeing and
enhancing emergency preparedness activities for nuclear and chemical hazards in
coordination with Federal, State, local, tribal and key private sector
partners. Key programs directed by Mr. Mitchell include the Radiological Emergency
Preparedness Program and the Chemical Stockpile Emergency Preparedness Program.

Mr. Mitchell

previously served as FEMA’s Assistant Administrator for the National Training
and Education Division, where he was responsible for the planning and oversight
of FEMA’s training programs for state and local officials as well as FEMA
personnel and disaster assistance employees. In this role, he oversaw the
operations of the Emergency Management Institute, the Center for Domestic
Preparedness, the National Domestic Preparedness Consortium training centers,
and the National Continuing Training Grant Program. He was alsoDeputy Director
of DHS’ Office for Grants and Training and Deputy Director of the Office for
Domestic Preparedness (ODP) in the Department of Justice (DOJ) prior to its
transfer to DHS as one of the 22 agencies merged to form DHS. Before his role
in establishing ODP, he held senior positions in DOJ’s Bureau of Justice
Assistance, where he served as the Chief of the National Initiatives Branch responsi­ble
for managing the First Responder to Terrorist Incidents National Training
Program for fire and emergency medical personnel. Mr. Mitchell also served as
the Director of the Emergency Federal Law Enforcement Assistance Program.
