Carlos Eduardo da Silva

Carlos Eduardo da Silva is a researcher and specialist in transnational organized crime and strategic intelligence, with a focus on Brazilian criminal organizations, criminal governance systems in Latin America, and illicit networks operating across the Americas. He served for more than 23 years as an investigator with the São Paulo Civil Police, including assignments with specialized organized crime and narcotics enforcement units. His current work examines organized crime not only as illicit activity or a structure of violence, but also as a system of power capable of regulating markets, imposing rules, resolving disputes, controlling territory, and establishing relationships with political, economic, and transnational actors. His principal areas of research include the Primeiro Comando da Capital, the Comando Vermelho, international drug trafficking, money laundering, illicit trade, border security, criminal technologies, and the convergence of Latin American criminal organizations. Carlos is the author of books and articles on organized crime, security, and intelligence. His work has appeared in specialized publications in Brazil and internationally. He also conducts academic research on criminal governance, legal and evidentiary standards for determining affiliation with criminal organizations, and the technological adaptation of organized crime. He holds a degree in Public Security and a postgraduate qualification in Criminology. His work combines field-based investigative experience, documentary analysis, and systematic research into contemporary criminal structures.
