DHS Launches DHSChat: A Secure AI-Powered Chatbot to Enhance Internal Operations

The Department of Homeland Security (DHS) has launched DHSChat, a new artificial intelligence (AI)-powered chatbot designed for secure internal use across the Department. Announced as part of DHS’s broader AI innovation strategy, DHSChat will support over 19,000 DHS Headquarters employees and select pilot users across ten operating agencies, making it a milestone in leveraging AI to boost productivity and operational efficiency securely.

The chatbot marks a significant step forward in DHS’s commitment to integrating cutting-edge AI technology into its mission-critical operations. Built internally within a secure environment, DHSChat allows employees to utilize generative AI capabilities to streamline repetitive tasks, summarize complex documents, generate computer code, and improve workflows. Unlike commercial AI tools like ChatGPT or Claude, which DHS employees were permitted to use on public data starting last year, DHSChat offers similar capabilities while operating within DHS’s secure infrastructure. This ensures employees can safely leverage AI to process non-public data while adhering to robust privacy, cybersecurity, and civil liberties standards.

The launch of DHSChat reflects the success of DHS’s AI Corps initiative, established earlier this year to recruit 50 AI experts and technologists to drive AI adoption across the Department. To date, 39 of the 50 experts have joined DHS, with the remaining set to begin soon. DHSChat is one of 20 AI-related projects spearheaded by the AI Corps to modernize operations and harness the transformative potential of artificial intelligence.

A Year of AI Innovation and Progress

DHSChat’s development builds on a year-long effort to integrate generative AI tools into DHS operations responsibly. Earlier this year, DHS released the AI Roadmap, a comprehensive strategy outlining AI’s role in enhancing the homeland security mission while protecting privacy, civil rights, and civil liberties. The roadmap, the most detailed AI strategy by a federal agency to date, called for empowering personnel to adopt and responsibly use AI tools to prepare DHS for a rapidly evolving technological future.

Several DHS agencies, including FEMA, U.S. Citizenship and Immigration Services (USCIS), and Homeland Security Investigations (HSI), conducted pilot programs exploring generative AI use cases. Through privacy impact assessments, rules of behavior, and employee training, DHS ensured that personnel could adopt AI tools responsibly and securely. Weekly training sessions provided staff with hands-on learning opportunities, preparing them to leverage AI tools effectively.

Early Successes with Generative AI

DHS’s initial exploration of commercial AI tools has already yielded tangible benefits:
