New CDSE Insider Threat Division Training Content Available

This job aid provides an overview of the insider threat program requirements for industry as outlined in the National Industrial Security Program Operating Manual.

Each month, CDSE’s Insider Threat Division will highlight current job aids and case studies for learning, professional development and for use as teaching tools for your insider threat programs.

This month’s feature is the Insider Threat Program (ITP) for Industry job aid and a case study on Song Guo Zheng.

The Insider Threat Program (ITP) for Industry job aid is now available (https://www.cdse.edu/Portals/124/Documents/jobaids/insider/insider-threat-job-aid-for-industry.pdf ). This job aid provides an overview of the insider threat program requirements for industry as outlined in the National Industrial Security Program Operating Manual (NISPOM), training, definitions, resources, and more.

Song Guo Zheng’s case study details how the former professor of internal medicine made false and misleading statements on National Institute of Health (NIH) grant applications, seeking to hide his collaboration with a Chinese university controlled by the Chinese government. Zheng used research conducted on rheumatology and immunology to benefit the People’s Republic of China. He failed to disclose conflicts of interest or foreign commitments to his American employers and lied on applications to use approximately $4.1 million in grants from the NIH. On May 22, 2020, Zheng was arrested in Anchorage, Alaska, pleaded guilty, and was sentenced to 37 months in prison for making false statements to federal authorities.
