Frazer Lonie has been appointed Chief of Staff for the New York State Division of Homeland Security and Emergency Services, bringing extensive experience in homeland security, program management, and policy support within the agency.
Lonie has served with NYS DHSES for nearly nine years, most recently as Manager of Program Support within the Domestic Terrorism Prevention Unit, a role he held from November 2022 through July 2026. Before leading program support efforts, Lonie served as a Policy & Program Analyst and Research Analyst with DHSES.
His earlier experience includes work with the National Center for Security & Preparedness, where he helped develop training programs for state and local agencies, researched emerging security issues, analyzed previous terrorist attacks to support first responder training, and tracked events to provide situational reports for partners.
Lonie also previously worked as a Researcher and Report Writer with Thames Valley Police in the United Kingdom, where he prepared reports for sensitive investigations, supported information-sharing efforts with partner agencies, and developed training materials for new staff.
He holds a Master of International Affairs degree with a concentration in Global and Homeland Security from Rockefeller College of Public Affairs and Policy at the University at Albany, where he graduated with a 4.0 GPA. He also holds a Bachelor of Science in International Politics from Aberystwyth University in the UK.
