Michael Boyce Announced as New Senior AI Advisor for State of Maryland

Michael Boyce has been appointed as the State of Maryland’s new Senior AI Advisor, a role that will place him at the forefront of the state’s efforts to responsibly deploy artificial intelligence across government services and operations.

“Maryland continues to leverage AI responsibly and creatively across our state services to address our most complex issues,” said Gov. Moore. “I am proud to welcome Michael Boyce as Senior Advisor for Responsible Artificial Intelligence, as he brings the necessary insight and experience to lead the charge.”

Boyce, a Homeland Security Today Trailblazer, will advise Gov. Moore, Maryland Department of Information Technology Secretary Katie Savage, and the state’s AI Subcabinet. He will also work with leaders across state government, the General Assembly, academia, civil society, and the private sector to advance the use of AI while helping ensure responsible governance and public trust.

“I am thrilled to be joining the State of Maryland at this critical moment,” said State of Maryland’s Responsible AI Advisor Michael Boyce. “Under the great work of my predecessor—Nishant Shah—and so many colleagues and partners, Maryland has built an incredible foundation to deploy and leverage AI both responsibly and at scale. I’m excited to build on that momentum to bring meaningful improvements to Maryland’s services and empower its State workforce, while protecting Marylanders’ rights and privacy.”

The appointment comes after a career spanning technology modernization, innovation, and artificial intelligence initiatives across multiple levels of government. Most recently, Boyce served as Generative AI Lead and Technologist-in-Residence at U.S. Digital Response, where he helped state and local governments implement responsible AI solutions.

Before that, he served as Director of the Department of Homeland Security’s AI Corps, an initiative created to recruit AI experts to address mission challenges including fentanyl interdiction, combating online child exploitation, improving immigration processes, and supporting disaster response operations.

His federal experience also includes roles at the Office of Management and Budget, where he contributed to AI policy development and federal technology modernization efforts, and at U.S. Citizenship and Immigration Services, where he served as Chief of Innovation and helped lead technology initiatives supporting refugee and asylum operations.

Boyce currently serves as an adjunct professor at the University of Virginia, teaching AI Leadership in the Public Sector through the university’s Center for Public Safety and Justice.
