Serena Reynolds has been names as Acting Executive Director for TSA Modernization within the Department of Homeland Security, where she will lead efforts to advance innovation, strategic partnerships, and technology modernization across the Transportation Security Administration.
In the role, Reynolds will support the deployment of modern screening capabilities and enterprise transformation initiatives designed to strengthen security, improve operational effectiveness, and enhance mission delivery throughout the transportation ecosystem.
Reynolds brings nearly two decades of leadership experience across DHS, with a background spanning cybersecurity, critical infrastructure protection, emergency communications, enterprise risk management, and technology policy. Most recently, she served as president of Constellate Consulting, advising federal and private-sector organizations on cybersecurity, critical infrastructure, and emerging technology challenges.
Prior to that, Reynolds held senior leadership positions throughout DHS and the Cybersecurity and Infrastructure Security Agency (CISA). As a Senior Advisor in CISA’s National Risk Management Center, she oversaw national portfolios including Fifth Generation Networks, pipeline cybersecurity, Positioning, Navigation and Timing, and ICT supply chain risk management, while supporting incident response and risk mitigation efforts tied to national security priorities.
Earlier in her federal career, Reynolds served as Chief of Staff for the Office of Emergency Communications and as Special Advisor to the Assistant Secretary for Cybersecurity, helping shape cybersecurity policy and strengthen collaboration among federal, state, local, tribal, territorial, international, and private-sector partners.
She also directed the Interoperable Communications Technical Assistance Program, leading nationwide public safety training, exercises, and communications planning efforts in partnership with FirstNet and public safety agencies across the country.
Reynolds holds a Bachelor of Arts in Integrative Studies with a focus on Community Health and a Master of Science in Biodefense from George Mason University.
