The White House on Tuesday provided lawmakers a new roadmap for closing the US military detention center at Guantanamo Bay, Cuba, as President Obama seeks to finally deliver on his vow to shutter a prison that became a symbol of the excesses following the attacks of Sept. 11, 2001.
