Long before I had the vocabulary of Recognition Architecture, I noticed a peculiar experience during my years in government. The same briefing could be placed before two equally intelligent people, both looking at the same words, maps, and evidence. And then they completely disagreed with each other. They did not disagree because one possessed more information. They disagreed because they inhabited different architectures of recognition. Watching those moments was uncanny. It felt less like observing two people interpret reality differently than watching reality itself split into two incompatible worlds. And so, for years I carried this strange, unarticulated then, feeling that I could recognise a person’s conclusions long before I understood their reasoning. It was as though I was not listening to individual arguments but to some structure, almost a pre-cognitive one, that generated them. After years of reading Soviet reflexive control theorists and Chinese writings on belief architecture, I experienced an odd recognition: three very different journeys appeared to be describing the same landscape. Years later I realised that what I had been trying to understand was not disagreement, but the architecture that made disagreement possible.
- Belief Architecture and the Filter
One of the strongest indicators that a conceptual object is real is independent rediscovery. Different intellectual traditions, beginning from different assumptions, eventually arrive at descriptions of the same phenomenon.
Soviet reflexive control theorists spoke of the enemy’s “filter” — an inner structure of categories through which every incoming fact had to pass before it could become a decision. They arrived at this vocabulary through cybernetics and game theory, borrowing terms from disciplines that had never studied warfare directly and repurposing them for it. Chinese military theorists, writing three decades later and largely independently, arrived at something remarkably close to the same object — and they gave it a name that requires no translation into Recognition Architecture’s own terms at all.
PLA doctrinal literature on cognitive domain operations speaks of 信念体系 (xìnniàn tǐxì) — belief architecture — and of achieving 认知主导 (rènzhī zhǔdǎo), cognitive dominance, over an adversary’s decision-making. A 2017 PLA Daily article by Zeng Huafeng of the National University of Defense Technology defines the cognitive domain itself as “the area in which feelings, perception, understanding, beliefs, and values exist, and is the field of decision-making through reasoning.” That is not a loose paraphrase of an architecture. It is a description of one, written by a PLA theorist, for a PLA audience, with no apparent awareness that a parallel vocabulary exists in a different intellectual tradition on the other side of the world.
The doctrine’s own tradition would object to being called new, and it would have a point. Almost two thousand years before Zeng Huafeng defined the cognitive domain in a PLA Daily article, Cao Cao marched an army through a summer so dry that his soldiers were collapsing from thirst, with no water source for miles. He told them a grove of plums lay just ahead — sour, ripe, and close. The mention alone was enough: soldiers began salivating at the thought, the physical relief was real, and the army held together long enough to reach actual water. The episode is remembered in Chinese as 望梅止渴, “gazing at plums to quench thirst,” and it is worth taking seriously as more than an aphorism. It is a documented case, embedded in the classical strategic canon PLA theorists still study, of belief alone producing a physiological outcome with no material intervention whatsoever. Command of the mind, in other words, is not a concept 21st-century PLA doctrine invented. It is a concept PLA doctrine has finally given a name, an institution, and a budget.
The classical tradition offers a second case that speaks even more directly to what “command” is supposed to mean. In the Romance of the Three Kingdoms — read by generations of Chinese officers as something closer to a strategic textbook than a novel — Zhuge Liang, holding an undefended city against an approaching army many times the size of his own garrison, ordered the gates thrown open and sat calmly on the walls playing the guqin. The opposing general, Sima Yi, arrived, considered the scene, and withdrew his entire force rather than advance through what he read as an obvious trap. He was not deceived about any fact on the ground; the city was exactly as undefended as it appeared. What Zhuge Liang exploited was Sima Yi’s own architecture of caution, the internal category through which years of encountering Zhuge Liang’s cunning had trained him to read calm as danger. This is the Empty Fort Strategy, 空城计, and it is the sharpest classical precedent available for the distinction this essay is built on: Sima Yi’s filter was fed, expertly, and the outcome it produced looked identical to command from the outside. It was not command. It was one man’s caution turned, for one afternoon, against himself — and the city held only because Sima Yi chose to withdraw, not because his mind had been seized.
Where Leonenko’s Soviet “filter” had to be inferred by later analysts as the implicit object of reflexive control theory, the PLA’s belief architecture is explicit, named, and taught. AMS-published training manuals — 《认知域作战导论》(Introduction to Cognitive Domain Operations) and 《夺取认知域制高点》(Seizing the Commanding Heights of the Cognitive Domain) — instruct military planners directly in the architecture of belief as an object to be mapped, targeted, and dominated.
This is worth pausing on, because it changes the register of the comparison this essay is making. The Reflexive Control essay argued that Recognition Architecture supplies a vocabulary reflexive control theory needed but never built — a theory of the filter’s failure modes, not just its exploitation. Cognitive Domain Operations doctrine does not have that gap in the same place. Chinese theorists did not stop at describing the target; they built an explicit doctrinal apparatus for locating what they call the “commanding heights” of that architecture — the specific points within a belief system whose capture yields control over the rest.
The PLA’s own goal, stated as plainly as any doctrine states anything, is 制脑权 (zhì nǎo quán): command of the mind. Not persuasion of an audience toward a preferred conclusion, which is the traditional aim of propaganda, but command — a term borrowed deliberately from the PLA’s older vocabulary of command of the sea and command of the air, positioning cognitive dominance as a domain to be seized and held, not an argument to be won.
What Recognition Architecture adds here is not, as in the reflexive control case, a vocabulary for a phenomenon the source doctrine left implicit. It is something narrower and, in some ways, more useful: a way of asking whether “command of the mind” is achievable in the terms the PLA’s own doctrine claims, or whether it inherits the same structural limit every architecture-exploitation doctrine runs into eventually — that a filter can be studied, primed, and fed, but that command implies a persistence and completeness no filter actually offers, because every architecture retains the capacity for Recognition Crisis, for anomaly accumulation that outruns the categories built to absorb it. The PLA’s own doctrinal ambition may be the most useful case study yet for testing where reflexive-control-style theories overreach their own mechanism. A filter that can be fed is not the same as a mind that can be commanded, and the gap between those two claims — asserted confidently in 制脑权’s own name — is exactly the kind of unearned collapse this framework exists to catch, applied this time not to a Western reading of Chinese intentions, but to the Chinese doctrine’s claims about itself.
That pattern — practical tradecraft outpacing its theoretical formalization by decades — is not unique to Chinese strategic culture. Soviet tradecraft reached functionally the same architecture-exploitation logic reflexive control theory would not formally name until the 1960, four decades earlier, through Operation Trust. Beginning in 1921, the OGPU constructed an entire fictitious anti-Bolshevik monarchist underground — complete with invented leadership, internal correspondence, and a plausible organizational history — and ran it for five years as bait. Real émigré resistance networks made contact. Western intelligence services, including the British service that dispatched the agent Sidney Reilly to establish contact with what he believed was a genuine resistance movement, were drawn in and, in Reilly’s case, captured and executed as a direct result. The entire operation was, in the vocabulary this essay has been using throughout, a belief architecture engineered from nothing and sustained for years specifically to feed a target’s filter the exact input its ideological commitments made it most eager to believe. Lefebvre’s algebra, when it eventually arrived, gave OGPU tradecraft a name it had not needed in order to work.
- Two Instruments, One Target: Cognitive Domain Operations and the United Front
Before turning to cases, one distinction is worth making explicit, because Western commentary on Chinese influence operations collapses it constantly, and the collapse produces exactly the kind of category error this framework exists to catch.
Cognitive Domain Operations (CDO) and the Three Warfares (三战) that preceded it are military doctrine. The organizational architecture executing them has matured rapidly. When President Xi Jinping dissolved the Strategic Support Force (SSF) in April 2024, Western observers initially debated whether the move signaled organizational failure. In reality, the dissolution removed a bureaucratic intermediate layer that had stovepiped multi-domain capabilities.
By splitting the SSF’s functions into three independent arms reporting directly to the Central Military Commission (CMC) — the Cyberspace Force (CSF), the Aerospace Force (ASF), and the Information Support Force (ISF) — the PLA flattened its command chain for information and network warfare. Cognitive Domain Operations now reside primarily within the Cyberspace Force’s portfolio, backed by the ISF’s high-speed C4ISR data networks and plugged directly into joint operational commands like the Eastern Theater Command. Rather than diluting cognitive operations, this restructuring reflects a doctrine shifting from mere “informationized” support to “intelligentized” warfare — where data streams, platform algorithms, and psychological operations can be operationalized at the tempo of a combat command rather than the speed of a bureaucratic headquarters. Their target is an adversary’s belief architecture during wartime, or a target population’s public opinion during peacetime, and their instruments are information, narrative, and platform-native algorithmic manipulation.
The United Front (统一战线, tǒngyī zhànxiàn) is a different apparatus entirely, and a much older one. Its lineage runs back to the CCP’s founding-era strategy of allying with non-Communist groups to isolate stronger enemies, formalized through the United Front Work Department — a Party organ, not a military one. Its targets are not adversary decision-makers on a battlefield but external constituencies whose cooperation or division serves Party interests: overseas Chinese communities, foreign politicians and business elites, minor political parties inside China, academic and cultural institutions abroad. Where CDO doctrine asks how to seize command of an adversary’s cognitive terrain, United Front work asks how to cultivate, divide, or neutralize the external actors who might otherwise oppose the Party’s interests — a subtler, longer-horizon project, often running for years through relationships rather than campaigns.
The two are not the same instrument wearing two names, and treating them as such is itself a Categorical Lag — importing a Cold War-era Western category (“Chinese influence operations,” singular) onto two institutionally distinct Chinese traditions that emerged from different periods, serve different strategic functions, and are staffed by different organizations. But they are not unrelated either, and the relationship between them is worth stating precisely: both aim, ultimately, at the same object Recognition Architecture describes — the belief architecture of a target, whether that target is an adversary military’s decision-making during conflict or a diaspora community’s political alignment during peacetime.
CDO is the military instrument for reshaping that architecture through information and narrative under conditions of confrontation. The United Front is the political instrument for reshaping it through relationships and institutional access under conditions of engagement. A state that runs both, deliberately, has built two separate mechanisms for the same underlying objective, tuned to two different tempos and two different categories of target — and an analyst who only tracks one will consistently underestimate the coherence of the whole.
Neither CDO nor the United Front is a uniquely Chinese invention at the level of mechanism, and it is worth pausing on a third state’s version before returning to China’s own cases, precisely because the comparison sharpens rather than dilutes the argument. Beginning around 2015 and exposed in 2018 by the cybersecurity firm FireEye, Iran ran an influence operation built around a network of websites — most prominently one calling itself Liberty Front Press — that presented themselves as independent American and British activist media, publishing under bylines built to sound like domestic journalists and progressive commentators. The network amplified anti-Saudi, anti-Israeli, and pro-JCPOA content across eleven languages, reaching audiences in the United States, the United Kingdom, Latin America, and the Middle East, until registration data and Iranian phone numbers tied to the accounts gave the operation away. Facebook eventually removed over 650 associated pages and accounts in a single action. What makes this a useful comparison rather than a mere footnote is what it shares structurally with both CDO and the United Front: a fabricated channel built to look like a trusted domestic voice, patiently maintained for years, carrying content indistinguishable in form from organic opinion. Iran did not need China’s military-political institutional split to arrive at the same basic architecture — channel first, payload second — because the architecture is not a Chinese doctrinal innovation. It is what belief-architecture exploitation looks like whenever any sufficiently resourced state attempts it, independent of ideology or bureaucratic structure.
- The Taiwan Convergence
If there is one place where a reader can watch Cognitive Domain Operations and the United Front operate against the identical population at the identical moment, it is Taiwan — and the mechanics reveal a striking operational division of labor.
The two-instrument structure visible in Taiwan today — patient human cultivation paired with a fast-moving informational payload — has a precedent old enough to predate the PLA itself. At the Battle of Red Cliffs, Zhou Yu needed to eliminate two Cao Cao naval commanders whose skill was the single greatest threat to his fleet. He did not attack them. He arranged for a forged letter, implicating both men in a plot against Cao Cao, to reach Cao Cao’s hands through a defector Cao Cao had every reason to trust. Cao Cao executed his own commanders within the day. The stratagem is remembered as 反间计, turning the enemy’s own agent against him, and its mechanism is precisely the one this essay has argued distinguishes United Front cultivation from CDO’s algorithmic payload: the forged letter was the fast-moving informational content, but the defector’s prior, patiently earned trust was the channel that let it land as truth rather than provocation. Two thousand years before a village chief cultivated over years reshares a generative-AI narrative produced by a military cyber unit in Fuzhou, the same division of labor — patient trust-building supplying the channel, a single sharp fabrication supplying the payload — destroyed a fleet’s command structure in an afternoon.
The algorithmic half of this mechanism already has a real-world precedent outside PLA doctrine entirely, and it is worth setting beside Taiwan’s deepfakes rather than treating CDO as though it were the first military establishment to try this. In March 2022, three weeks into the full-scale invasion, a video appeared on a hacked Ukrainian news website and began circulating on social media: President Volodymyr Zelensky, in what looked like an official address, telling Ukrainian soldiers to lay down their arms and surrender. The deepfake was crude enough — an unnaturally large head, a flattened voice — that Ukrainian platforms and Meta removed it within hours, and Zelensky posted an authentic video mocking it before the day was out. But the attempt itself matters more than its clumsy execution: it was very likely the first deployment of a synthetic-media deepfake aimed at inducing a population’s capitulation during an active war, a direct, unsubtle attack on a belief architecture at the exact moment — during active combat, under maximum uncertainty — when a filter is least equipped to pause and verify before acting. It failed, but it failed for reasons worth naming precisely: poor technical execution and a trusted counter-channel (Zelensky’s own verified accounts) able to respond within hours. Improve the execution and remove the counter-channel, and the same attempt looks considerably less survivable — which is exactly the trajectory Taiwan’s own deepfake environment is now on.
The relationship between the two instruments in Taiwan is best understood through a structural metaphor: receptor and stimulus.
- The United Front builds the human receptors. Operating as a Party organ, its work is slow, structural, and relational. United Front officers engage in granular, long-horizon outreach to local village chiefs (li-chang), religious temple association directors, business leaders, and retired military officers. These are not digital vectors; they are trusted local authority figures within Taiwanese society — human nodes engineered over years to be receptive to specific strategic framing.
- Cognitive Domain Operations injects the digital stimulus. Operating through military channels — specifically Base 311 (Unit 61716) in Fuzhou under the newly streamlined Cyberspace Force — PLA CDO provides the high-tempo, algorithmic payload. During recent election cycles, this appeared as generative AI deepfakes, micro-targeted social media campaigns, and synthetic content farms weaponizing domestic anxieties like power grid reliability, agricultural shortages, or defense spending.
When a generative AI narrative created by a military cyber unit is organically reshared or validated by a local village chief cultivated years prior by the Party’s United Front, the two instruments converge on the target’s belief architecture simultaneously. Neither instrument, examined alone, explains what happens in Taiwan’s information environment. The United Front’s village-chief outreach and historical campaign backing show a patient, relationship-based architecture; the Cyberspace Force’s algorithmic deployment provides the immediate cognitive pressure.
The scale of this convergence is accelerating rather than plateauing. Taiwan’s National Security Bureau recorded a 60 percent increase in inauthentic social media accounts between 2024 and 2025, tracking over two million individual instances of disinformation in 2025 alone. As Taiwan prepares for its local elections, this system is no longer experimental. It is an established, dual-engine apparatus where political subversion and military cognitive warfare operate in lockstep against the same electorate.
- The Philippines: Gray Zone as a Second Case, and as a Category Problem
If Taiwan shows CDO and the United Front converging on one target, the Philippines shows something equally useful: cognitive domain operations running not alongside kinetic force but as its explicit substitute, deployed by a wider range of state institutions than either the Taiwan or the earlier reflexive-control cases required.
The operational pattern is well documented across several years of South China Sea friction. Following the 2012 Scarborough Shoal standoff, Philippine-China maritime disputes accelerated into open confrontation once the Marcos administration began publicly documenting Chinese coast guard harassment of Philippine vessels in the West Philippine Sea. Beijing’s response ran on two tracks simultaneously. In 2024, the Chinese embassy claimed Filipino officials had agreed to a “new model” for managing tensions at Ayungin Shoal — a claim Philippine officials called false, and which spread rapidly once amplified by coordinated troll networks and pro-Beijing commentators, functioning less as diplomacy than as an attempt to seize the narrative initiative while Manila was left reacting after the fact. The same period saw deepfake videos of President Marcos circulate, alongside campaigns amplifying domestic calls for the secession of Mindanao’s southern islands — a strike not at the Philippines’ territorial claim directly, but at its internal cohesion, precisely the kind of division-of-the-adversary objective the Three Warfares tradition names explicitly.
What distinguishes this case institutionally is the range of actors involved. Analysts tracking China’s Philippines operations have identified at least four separate organs contributing to the campaign: the Cyberspace Force conducting network and psychological operations, the Ministry of State Security running covert operations, the Central Propaganda Department overseeing the external narrative layer, and the Ministry of Public Security enforcing the domestic internet-law infrastructure that keeps the whole system coherent at home. The Philippines shows CDO-style operations are not the output of a single military doctrine executed by a single command, but a distributed effort across party, military, and security-state institutions, unified by target and objective rather than by chain of command. Recognition Architecture’s own vocabulary has a name for a target having to face several institutionally distinct but functionally aligned architectures at once: Competing Recognition Fields, though here the fields are not competing with each other so much as converging on the same target from different directions simultaneously.
One further observation belongs in this case specifically, because it bears on the discipline of this essay rather than just its subject matter. Philippine and allied analysts have begun objecting to the term “gray zone” itself, arguing the label functions as a kind of linguistic shield — normalizing coercive behavior as something short of aggression, and reinforcing a narrative that the situation is too ambiguous for a decisive response. If that critique is right, it means the analytical vocabulary Western commentary has used to describe these operations may itself be functioning as part of the belief architecture under attack — a category imported by observers that quietly does some of the adversary’s narrative work for them, simply by existing as the default frame through which the behavior gets discussed. That is worth taking seriously as a caution for this essay’s own vocabulary, not just China’s: any framework, including Recognition Architecture’s, risks the same failure if its categories go unexamined for long enough.
- Dual-Use Architecture and the Limits of Command
Chinese doctrine explicitly seeks command of another society’s recognition architecture. Recognition Architecture therefore becomes a dual-use technology. A sufficiently mature architecture can illuminate manipulation, but it can also improve manipulation. Every framework capable of mapping another society’s recognition dynamics simultaneously becomes capable of exploiting them.
The ethical distinction therefore lies not in the architecture itself but in the purpose to which it is applied. Recognition Architecture cannot exempt itself from this dilemma merely because it originated outside military institutions. Like cartography, cryptography, or cybernetics before it, understanding can become capability.
Every case study in this essay has aimed at a distinct target — Taiwan’s electorate, the Philippines’ territorial cohesion — but the essay’s real subject has been a claim, not a country: that “command of the mind” is achievable in the terms Chinese doctrine states it. Nothing in the Taiwan or Philippines material actually settles that claim, and it is worth being precise, at the end, about what has and has not been shown.
What has been shown is capability, reach, and institutional coordination at a scale that earns the doctrine’s seriousness. Two structurally distinct instruments — a military-adjacent cognitive domain apparatus under the Cyberspace Force and a decades-old political United Front — converging on the same electorate in Taiwan. Four separate institutions contributing to one narrative campaign against the Philippines without needing a single unified command to do it. An accelerating algorithmic layer — generative AI, deepfakes, platform-native targeting — operating at a scale qualitatively different from what came before it.
What has not been shown, in any of this material, is command — in the sense the doctrine’s own name claims. Every case here describes influence, narrative pressure, division, and erosion of trust. None of them describes an adversary’s belief architecture actually seized and held the way 制脑权’s own vocabulary implies. Taiwan’s electorate voted for Lai Ching-te in 2024 despite the campaign against him. The Philippines under Marcos escalated its public confrontation with Beijing rather than retreating from it, in the same period the disinformation campaigns were running.
A filter that can be fed, primed, and pressured is not the same as a mind that has been commanded — this essay’s opening claim, tested now against real cases rather than asserted in the abstract, holds. The gap between “cognitive dominance” as PLA doctrine names its ambition and what these cases actually demonstrate is not a minor imprecision. It is the same Scheduled Collapse this framework exists to catch, running this time inside the adversary’s own doctrinal self-description rather than in a Western reading of it — a name borrowing the authority of an outcome that has not, on the evidence available, been achieved.
That gap should not be read as reassurance, and it would be its own failure of discipline to treat it that way. A doctrine that has not yet achieved command of the mind is not a doctrine that has failed. It is a doctrine still accumulating the conditions — institutional coordination, algorithmic precision, patient United Front cultivation running in parallel with faster-moving cognitive operations — under which the gap between influence and command might eventually close. The honest position, consistent with everything this framework insists on elsewhere, is to hold both facts open at once: the capability is real and growing, and the doctrine’s most totalizing claim about itself remains, so far, unearned.
One caution belongs in the very last position, because it is the hardest one to keep in view once an essay like this reaches its conclusion. The Philippines case surfaced a warning about the word “gray zone” — that an analytical category, adopted without examination, can quietly perform work for the side it was meant to merely describe. That warning does not stop at China’s vocabulary. Recognition Architecture is also a set of categories, built by an author situated inside a specific set of institutional and national vantage points, applied here to an adversary’s doctrine with a confidence the framework’s own self-application essay argued no framework is entitled to grant itself without external check.
Russia’s more recent practice offers a live, non-classical version of the same patience CDO’s Base 311 has shown across Taiwan’s election cycles. The Zapad exercises — large-scale, repeated Russian military drills conducted routinely near NATO’s borders for years — did not need to deceive anyone about their existence; they were announced, observed, and analyzed each time. Their function was quieter: normalizing the sight of mass Russian troop movement into background noise, so thoroughly that the actual pre-invasion buildup in early 2022 was initially read, by exactly the categorical habit years of Zapad had trained into Western analysts, as plausibly just another exercise. This is Categorical Lag manufactured deliberately, over years, as infrastructure — the same patient, multi-year priming Base 311 and Taiwan’s United Front cultivation perform together, aimed instead at an adversary’s own analytical filter rather than an electorate’s. Command was not achieved in either case. But in both, an adversary’s categories were shaped, over years, to be slower to recognize the one signal that mattered most, precisely when it finally arrived.
Nowhere is the difficulty of resolving a “command of the mind” claim more visible than in a case with no confirmed Chinese or even confirmed state involvement at all. Beginning in 2016, American and Canadian diplomatic personnel stationed in Havana began reporting a cluster of symptoms — piercing directional sounds, vertigo, migraines, memory lapses — with no agreed cause. Nearly a decade and at least a dozen separate investigations later — State Department, University of Pennsylvania, the FBI, two JASON panels, the CDC, the CIA, the National Academies of Sciences, and a seven-agency ODNI review — the cause remains formally unresolved. The ODNI’s 2023 assessment concluded it was “very unlikely” a foreign adversary was responsible in most cases; a year later, a joint investigation by The Insider, 60 Minutes, and Der Spiegel reported that members of a specific Russian military intelligence unit, GRU Unit 29155, had been present at several incident locations and had received commendations tied to acoustic weapons research. Neither claim has been conclusively settled against the other, and a 2024 peer-reviewed review of the medical literature found the cause of these anomalous health incidents remains, plainly, unknown.
What belongs in this essay is not a verdict on Havana Syndrome — this framework has no standing to supply one — but the structure of the uncertainty itself. Nearly a decade of the most resourced investigative apparatus on Earth has failed to close a Recognition Gap this narrow: did an adversary develop and deploy a novel directed-energy weapon, or did a cluster of ordinary and unrelated causes produce a pattern that institutional attention then organized into a single “syndrome”? Both explanations remain live, both have been argued by credentialed investigators, and the persistence of that unresolved gap is itself doing strategic work regardless of which explanation eventually proves correct — every unresolved case of this kind lends ambient plausibility to a “NeuroStrike” or “neuroweapons” claim elsewhere, whether or not any single specific claim in that broader category is well evidenced. An adversary does not need to possess a working neuroweapon to benefit from a decade-old, still-open case that keeps the category alive in the minds of exactly the officials who would need to evaluate the next claim. Uncertainty that cannot be closed is not a failure of investigation in this framework’s terms. It is, whether by design or by accident, doing precisely what an unresolved category is best at doing: keeping a possibility permanently, expensively live.
The PLA’s belief architecture and this essay’s Recognition Architecture turned out, unexpectedly, to be close to the same vocabulary. That should prompt one more question before the file closes, not fewer: whether the closeness is evidence that this framework has found something real about how minds and institutions actually work under pressure, or evidence that any sufficiently ambitious framework eventually describes the same territory in the same handful of ways, regardless of which side of the confrontation built it.
This essay does not resolve that question. It ends, appropriately, holding it open.
