GAO: DoD is Addressing Organizational Challenges but Could Do More to Encourage Collaboration

A GAO report has found that DoD is addressing some of the organizational challenges directed in the National Defense Authorization Act but it could still take additional steps to encourage department-wide collaboration.

Section 911 of the NDAA directs the secretary of Defense to issue an organizational strategy to identify critical objectives, and establish cross-functional teams to support this strategy.

GAO found that while DoD has drafted a strategy that includes these two elements, it does not explain how the agency will advance a more collaborative culture. The report also finds that DoD has not coordinated with some key stakeholders in drafting the strategy and it has not fully incorporated all the elements and leading practices necessary to achieve these objectives. It also notes that while DoD has developed a draft training curriculum for presidential nominees, it has not provided training to these officials.

GAO recommends that the chief management officer address how the department will promote and achieve a collaborative culture, and that the CMO obtains stakeholder input into the strategy. It also recommends that the CMO addresses all requirements in Section 911 and that training is provided for presidentially appointed, Senate-confirmed individuals in the Office of the secretary of Defense, or that criteria for obtaining a waiver is developed.
