Johnny Montgomery has been named Acquisition Division Director at the U.S. General Services Administration (GSA), succeeding Robert Wade, who will now focus on leading and expanding GSA Assisted Acquisition Services’ Small Business Innovation Research (SBIR) mission.
Montgomery steps into the role after nearly a decade with GSA, where he has served as a contracting officer and team lead responsible for overseeing high-value federal acquisitions and supporting mission-critical procurement efforts across multiple agencies.
During his time as a GSA contracting officer, Montgomery managed complex procurement actions involving information technology, defense, and innovation programs. Among his accomplishments were leading cost realism analyses for major IT contracts, negotiating contract fees that resulted in millions of dollars in savings, administering contracts under the CARES Act, and supporting Small Business Innovation Research initiatives. He has also represented GSA as a presenter at acquisition training events and worked with government and industry partners to improve contract performance and post-award processes.
Montgomery previously served in the Acquisition Division Director role on a temporary basis, where he managed a $4.7 billion acquisition portfolio. In that position, he oversaw workforce planning, resource allocation, hiring efforts, operational improvements, and the implementation of new contracting processes to support the Innovation Sector.
Before joining GSA in 2016, Montgomery spent more than five years as a contract specialist with the Department of Defense at Fort Meade, Maryland. There, he managed acquisitions ranging from small procurements to contracts valued at up to $500 million, provided acquisition planning and contract administration support, supervised contracting specialists, and advised on federal acquisition regulations and cost accounting standards.
Montgomery holds a Master of Business Administration from the University of Maryland Global Campus and a bachelor’s degree in Business Administration from Hampton University. He also holds a Top Secret/Sensitive Compartmented Information clearance, multiple federal acquisition certifications, including the FAC-C Digital Services certification, and is a graduate of the Leadership Excellence Acquisition Program (LEAP).
